This work will consist of the demolition of the existing roadway, replacing a pipe culvert with a precast concrete box culvert on Marion Drive in Marion Township, Berks County. The work will also include roadway restoration, a proposed riprap swale, and a drainage turnout, and all other items included in the Bid Form. Bidders must conform to the Pennsylvania Prevailing Wage Act. The Municipal Representative at this time is Peter Wallace, Chairman. Only questions submitted online via PennBid shall be considered. Responses will be provided on the website and be visible to all Bidders. Any changes to the plans or specifications will be provided as an Addendum and notice will be given to Bidders through the website via email. No responses will be provided for requests received after 2:00 pm on July 16, 2019. Bids will be publicly awarded on July 25, 2019 at 7:00 pm (local time) at the Township Building (420 Water Street, Stouchsburg, PA 19567). Notice is hereby given that the project is subject to the applicable provisions of the Davis-Bacon Act; Federal Labor Standards Provisions; Federal Equal Employment Opportunity Requirements; the Pennsylvania Human Relations Act, the general procurement provisions of Act 57 of 1998 prohibiting discrimination; the Pennsylvania Prevailing Wage Act, as amended, and the regulations issued under that act; the Public Works Contractors' Bond Law of 1967; the Steel Products Procurement Act, Act 3 of 1978, as amended; the Public Works Procurement Equalizing Trade Practices Law, Act 226 of 1968, as amended; and the Public Works Employment Verification Act, Act 127 of 2012 (Homeland Security). The bid must be accompanied by a Cashier's Check, Certified Check, or Bid Bond in the amount of Ten Percent (10%) of the bid, made payable to Marion Township. Also required are a properly executed Bid Form, Non-Collusion Affidavit, Certification Statement, and Contractor's Qualification Statement. The successful bidder shall also be required to provide a Performance Bond in the amount of one hundred percent (100%) of the Contract amount within ten (10) calendar days of written notice of acceptance of the Bid. The Bidders must certify by signature on the form (Certification Statement) provided in the Bid Documents that the Bidder has not been and is not presently suspended, debarred, or otherwise precluded by any Federal or State entity from the benefits which may result from obtaining this contract. The Township reserves the right to reject any or all proposals or to accept any portion of any bid, waiving any defects, errors, omissions, irregularities, or informalities, and to award Contracts as is deemed best for the Township.
