Renovation of an educational facility in Norwalk, California. Completed plans call for the renovation of a educational facility; and educational facility.

The Project is a new Performing Arts Center and associated site improvements that includes landscape improvements, underground utilities, site concrete, and site furnishing. The building is predominantly a two-story structure, with a gross building sf of 84,000, and will be LEED Certified. The Performing Arts Center will include the following: theater lobby, 400 seat theater, stage with 88' tall fly tower, 200 seat black box studio, 100 seat lecture hall, recording studio, instructional and performance support spaces with theatrical audio-visual systems throughout the building. Some of the key construction elements include: drilled piers, potential dewatering, foundation waterproofing system, cast in place concrete and shotcrete walls, steel structure with metal stud framed walls, acoustical and air tight construction methods/systems/assemblies throughout the building, campus standard interior finishes and upgraded finishes including terrazzo flooring, tile, painting and finished carpentry among others. Bidders shall review the District Documents for more complete information regarding the Project and submission of bids. The architect's/engineer's construction cost estimate for the rebid of this category for this Project, including alternates, is $850,000. Please note this is the re-bid of Bid Category (BC) 21 only, Bid Category (BC) 1 through 20, and 22 through 28 have already been awarded. Contractors are required to attend the entirety of one of the two mandatory pre-bid meetings and job walks. The deadline to submit a request for information is July 25, 2019. Bids received after the Bid Deadline shall be rejected. District reserves the right to reject any or all bids and to waive any informality or irregularity in any bid received. Bids shall be valid for ninety (90) days after the Bid Deadline. Bids must be accompanied by cash, a certified or cashier's check, or a bid bond in favor of the District in an amount not less than ten percent (10%) of the submitted total bid price. The successful bidder will be required to furnish a performance bond and a payment bond, each in the amount of one hundred percent (100%) of the total bid price in the manner described in the District Documents. Bidders shall comply with California Public Contract Code Section 4108 with respect to subcontractor bond requirement. Bidders shall possess one or more of the following California Contractor's license(s) at the time of the bid opening in order to perform the work: Reference Section 002113, Instructions to Bidders. Contractors wishing to bid on select trades as a Prime Contractor or as a Subcontractor to a Prime Contractor must have been previously formally pre-qualified by the District prior to release of this Notice for all prequalified trades. Subcontractors must possess the appropriate licenses for each specialty subcontracted. Certain trades must be prequalified. Please refer to the District's Purchasing Department website for a list of the select trades. This Project is a public work for purposes of the California Labor Code, which requires payment of prevailing wages. District has obtained the general prevailing rates, which will be on file with the District's Construction Manager and will be available to any interested party. A prime contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in the Labor Code, unless registered and qualified to perform public work pursuant to Labor Code section 1725.5. The contractor and all subcontractors shall furnish certified payroll records as required pursuant Labor Code section 1776 directly to the Labor Commissioner in accordance with Labor Code section 1771.4 on at least on a monthly basis (or more frequently if required by the District or the Labor Commissioner) and in a format prescribed by the Labor Commissioner. Monitoring and enforcement of the prevailing wage laws and related requirements will be performed by the Labor Commissioner/Department of Labor Standards Enforcement (DLSE), and, at the discretion of the District, by the District's labor compliance program.
