Awarded bidder: 2019-01 – General/Process Mechanical – Lobar, Inc. - $3,233,800 2019-02 – Mechanical/Plumbing – WC Eshenaur - $104,400 2019-03 – Electrical – BSI Electrical - $524,500 A. Construction of new facilities and modifications to existing facilities as specified herein and as shown on the Drawings consisting of general/mechanical and electrical construction work including but not limited to the work itemized below. B. The Wastewater Treatment Plant Modifications shall be constructed under three (3) separate contracts: Contract No. 2019-01 - General/Process Mechanical Contract No. 2019-02 - Mechanical/Plumbing Contract No. 2019-03 - Electrical/SCADA C. Contracts: 1. CONTRACT NO. 2019-01 - GENERAL/MECHANICAL consists of but is not limited to: a. The General/Mechanical Contractor shall act as the Coordinator for the other prime Contract (Electrical) on the project. The term Coordinator includes, but is not limited to, functions of initiating and preparing an overall master project schedule for acceptance by the Engineer and Owner; coordinating work schedules of his own forces and those associated with the other contracts into this master schedule; establishing target dates for "onsite" availability of the various classes of skilled and unskilled labor as well as for equipment items and materials which are critical to achievement of specific objections on the master schedule; and all such other functions of a coordinating nature as may be required in interfacing with those associated with the other contracts to achieve project completion within the specified Contract completion time. The General/Mechanical Contractor shall include in his bid price the necessary monies to accomplish these Coordinator functions. b. Contract No. 2019-01 is the prime or general contract and includes, but is not limited to, furnishing all labor, materials, tools, and equipment to the extent necessary for performing site preparation, concrete work, demolition, including removing existing pipes, valve and equipment, and all other items specified in the Contract Documents or shown or indicated on the Drawings, structural steel, masonry work, concrete linings, miscellaneous metal, all mechanical process equipment, chemical storage and handling equipment; unloading and storing spare parts for all equipment, interior piping, all yard piping shown on the site plant, heat tracing and insulation of pipes and pumps as noted; paving, grading, fencing, storm drainage system, manholes, inlets, and walls and erosion and sediment control plan. c. The General/Mechanical Contractor shall coordinate all electrical requirements, required for the equipment furnished and installed by him, with the Electrical Contractor. d. The General/Mechanical Contractor shall furnish, install, and maintain any necessary temporary utilities or facilities required to maintain the existing and new plant in operation during construction and any temporary electric service to test the newly constructed facilities. e. The work as shown or related to those drawings listed on drawing index G001 for Contract No. 2019-01. f. The work and equipment described in, or related to, Specification Divisions 01, 03, 04, 05, 06, 07, 08, 09, 10, 11, 31, and 33. g. The Contractor shall provide, at a minimum, the following as part of this contract: 1) Demolition and site preparation. 2) Installation of new culvert and roadway. 3) Installation of the process tanks, grating, handrails, and stairs. 4) Valve vaults and appurtenances. 5) Yard piping. 6) Mechanical finescreen and headworks equipment. 7) SBR equipment and appurtenances. 8) Post equalization tank equipment. 9) New well installation and new water service line(s). 10) Utility water equipment and piping. 11) Control building. 12) UV disinfection equipment. 13) Process blowers. 14) Chemical feed equipment and piping. 15) Effluent pump station. 16) Grinder pump station. 17) Paving. 18) Fencing.19) Site and paving restoration. 20) Provide new pad and relocate the existing emergency generator. (The wiring transfer switch and electrical connections and appurtenances shall be handled under Contract No. 2019-03.) 2. CONTRACT NO. 2019-02 - MECHANICAL/PLUMBING consists of but is not limited to: a. The Mechanical/Plumbing Contractor shall cooperate and coordinate all work through the General/Mechanical Contractor. b. The Mechanical/Plumbing Contractor shall schedule labor, equipment, and material deliveries as required by the General/Mechanical Contractor's schedule in order that the latter may effectively and expeditiously carry out his responsibilities for overall coordination of the work. c. The work as shown or related to those drawings listed on drawing index G001 for Contract No. 2019-02. d. The work and equipment described in, or related to, Specification Divisions 01, 22, and 23. e. The Contractor shall provide the following as part of this contract: 1) All HVAC and plumbing for the control building. f. There is NO demolition associated with Contract No. 2019-02. 3. CONTRACT NO. 2019-03 - ELECTRICAL/SCADA consists of but is not limited to: a. Division No. 1 - GENERAL REQUIREMENTS b. Division No. 26 - ELECTRICAL c. Division No. 27 - COMMUNICATIONS - SCADA d. Contract No. 2019-03 includes, but is not necessarily limited to, furnishing all labor, materials, tools, and equipment to perform all electrical work as specified in Divisions 26 and 27, and elsewhere, and as shown or indicated on the Drawings. This also includes demolishing and updating the existing electrical items as required by Section 010732, SELECTIVE DEMOLITION in conjunction with the General/Mechanical Contractor. Work on this Contract shall be coordinated and scheduled with that of the General/Mechanical Contractor. e. The Electrical Contractor shall provide temporary electric utilities required to keep existing plant units in service until they are demolished. The Electrical Contractor shall also be responsible to provide the temporary power supply to operate the newly constructed facilities and existing facilities which are to remain in service. The Electrical Contractor is responsible for the demolition of existing power lines as required. The Owner will pay directly for the power costs for permanent facilities at the site through the construction period. f. The Electrical Contractor shall cooperate with and schedule labor, equipment, and material deliveries as required by the General/Mechanical Contractor's schedule in order that the latter may effectively and expeditiously carry out his responsibilities for overall coordination of the work. g. The Electrical Contractor shall provide power wiring and conduits for electrical connections to equipment provided by the General/Mechanical Contractor except as otherwise specified. h. The Electrical Contractor shall provide instrumentation conduit, wiring, and connections to all instruments provided by the General/Mechanical Contractor except as otherwise specified. i. The Electrical Contractor shall provide systems integration services for a functional Supervisory Control and Data Acquisition System (SCADA) for the wastewater treatment plant as specified in Division 27. System shall monitor and control process operations from a centrally located HMI in the main LCA SCADA Office. j. After the General/Mechanical has built the generator pad and relocated the existing generator to the pad, the electrical contractor shall make all necessary electrical connections, wiring, and conduit installation including the transfer switch, trenching, backfilling, compaction, and restoration. k. The work as shown or related to those drawings listed on the drawing index G-001 for Contract No. 2019-03.. The LCA waste water treatment plant is located along the southern side of Sand Spring Road within North Whitehall Township, Lehigh County, Pennsylvania. The site is bordered by Sand Spring Road to the north, a park and residential homes to the west, agricultural fields to the south and Interstate 476 (I-476) to the east. The site is currently grass covered and wooded. The overall topography of the site is flat, sloping gently to the northeast. Based on the topographic contours from the provided plans, the relief across this site is approximately sixteen feet (16'). Plate 1, included with this Report, shows the location of the site on a topographic map of the areas. The following photographs show the existing features and conditions of the site at the time of the investigation Questions will be accepted until 4:00 P.M., prevailing time, on Monday, August 7, 2019. Questions shall be submitted via the "Questions" feature on electronically. Each Bid must be accompanied by Bid security in the form of a Bid bond (in the required form), or certified check, for ten percent of the Bid total. The Contract will be subject to the prevailing minimum wage determination established by the Department of Labor and Industry of the Commonwealth of Pennsylvania.
