The general scope of work for this project includes: Dam rehabilitation including major earthwork of the dam embankments, abandoning existing dam instrumentation, installing new dam instrumentation, installing and operating a dewatering system during construction, and importing drain fill and installing a filter. Work necessary to facilitate the dam rehabilitation, including road closures, maintenance of traffic, erosion and sediment control, clearing and grubbing, stockpile areas, stripping topsoil, relocating utilities, and spreading topsoil and establishing turf. Ancillary work related to the dam structures including removal and replacement of piping (12-inch or less), grouting of approximately 1400 LF of 36-inch piping, and building improvements (roofing, gutters, rooftop access system, concrete repairs, general building repairs, window replacement, sluice gate repair, provide portable generator, and crane replacement). The New Jersey Water Supply Authority (NJWSA or Authority) requires all contractors interested in bidding on WSA B19030: Earthen Dam Rehabilitation and Ancillary Work (hereinafter the Dam Rehabilitation Project) to submit to the NJWSA an application demonstrating the firm's capabilities, capacity and experience completing dam rehabilitation projects of this size and complexity. In addition, information on permit compliance and ability to meet non-disclosure and personnel security clearance requirements should also be provided. Contractors shall meet the applicable pre-requisites and submit the required information to determine the contractor's financial ability, responsibility, plant and equipment inventory, organization, ownership, and relationships. This information will be used by the NJWSA to determine contractor eligibility to bid. Take notice that there will be two separate prequalification packages posted: one for the general contractor and one for the dewatering subcontractor. It is anticipated that bid documents will be available to bidders in the Fall of 2019. Contractors' applications for prequalification may be submitted on an ongoing basis until 14 calendar days after the bid is advertised.
The Contractor shall agree to make a good faith effort to award subcontracts of not less than 10% of the value of the contract to small business enterprises owned and controlled by one or more socially and economically disadvantaged individuals (SEDs) in accordance with the provisions of N.J.S.A. 58:11B-26, N.J.A.C. 7:22-3.17(a)24 and 4.17(a)24, the Contractor (Subcontractor) shall comply with
all of the provisions of N.J.A.C. 7:22-9. The Contractor shall further agree to make a good faith effort to award subcontracts of 25% of the value of the contract to New Jersey based, Division of Revenue-Small Businesses Enterprise Unit registered small businesses in accordance with the provisions of N.J.A.C. 17:13-4.1; Executive Order 71.
