THE FEDERAL AVIATION ADMINISTRATION A.I.P. NO. 3-22-0002-026-2017 The scope of work for this Project includes milling, crack sealing, asphalt overlay, and pavement markings of the existing Runway 9-27 and the intersection of Runway 9-27 and Runway 14-32 to increase the service life of the existing pavement. The OWNER reserves the right to reject any or all Bids for just cause. In accordance with L.R.S. 38:2212(B).(1), the provisions and requirements stated in the bidding documents shall not be considered as informalities and shall not be waived. Each bidder must deposit with his Bid, security in the amount of at least five percent (5%) of the total bid price, as described in the Instructions to Bidders. Bid bonds shall be written by a surety or insurance company meeting the requirements noted in L.R.S. 38:2218. The successful Bidder shall be required to furnish a Performance Bond and Payment Bond, in an amount equal to 100% of the Contract amount, written by a surety or insurance company meeting the requirements noted in L.R.S. 38:2219 A. (1)(a), (b) and (c). Sureties used for obtaining Bonds must appear as acceptable on the Department of Treasury Circular 570 and comply with other specified requirements included involved in the Instruction to Bidders. The contract is to be financed in whole or in part by federal or other funds which will not be readily available at the time bids are received. In accordance with LA. R.S. 38:2215D, Bidders may not withdraw their bid within ninety (90) days after the actual date of opening thereof. The Owner reserves the right to reject any and all bids for just cause in accordance with Louisiana R.S. 38:2214B. This contract is subject to the requirements of the Davis-Bacon Act (DOL 29 CFR Part 5), as amended. The Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor. The Successful Bidder shall require the subcontractor on all-tier subcontracts, irrespective of dollar amount, to file Standard Form 100 within 30 days after award of the subcontract if the above two conditions apply. Standard Form 100 will be furnished upon request. Bidders are hereby advised that the Owner, Rapides Parish Police Jury, has delegated Pan American Engineers, LLC to administer the Disadvantaged Business Enterprise Program for this project. The DBE Administrator's address and telephone number is as stated above. If Bidders encounter problems locating a DBE, they should notify the DBE Administrator. The Bidder must supply all information as required in the Instructions to Bidders.
