Demolition, site work and new construction of a municipal facility in Peoria, Arizona. Working plans call for the demolition of a municipal facility; for the construction of a municipal facility; and for site work for a municipal facility.

The City of Peoria Arizona is seeking a qualified design build team to provide design and construction services for the development of a new municipal fleet maintenance facility. The new facility will replace an existing facility located at the City of Peoria Municipal Operations Center located at 8850 N. 79th Avenue in south Peoria. The City of Peorias is total capital budget for this project is currently $15.9M, of which approximately $12.6M is available for construction. The Design Build Team will be responsible to provide services in a two-phase approach with all design and preconstruction services performed during the first phase of services. In the second phase of services, the contractor will hold the construction contract with the City for construction of the project. At the point where the construction documents are 90% complete and are ready to permit, the contractor will assume the risk of delivering the project through a Guaranteed Maximum Price contract. The contractor will be responsible for construction means and methods and will be required to pre-qualify and competitively bid subcontracted work. The contractor may also compete to self-perform limited amounts of work. Construction administration services will be provided by the design team during construction. Design and Preconstruction phase services by the Design Build Team may include: o Stakeholder engagement internal and external to the fleet operation, consensus building, and the development of program documents, test-fit concepts, and test-fit cost models; o Architecture and Engineering (Civil, Building/Site Systems), Special Systems, and Interior Design professional services; o Coordination with multiple City of Peoria departments and City retained specialty consultants or subcontractors (example: Audio Visual, Signage, Building Automation); o Early pre-qualification of and design by Fire Protection and Fire Alarm subcontractors; o Project planning and scheduling; o Iterative detailed project cost estimating and knowledge of market conditions; o Alternate systems evaluations, value engineering, and constructability assessments; o Long-lead item/systems assessments and procurement; o City of Peoria plan review and permitting management; o Quality assurance to minimize risk to the City and Design Builder; o City Management, City Council, and Stakeholder presentation support. Construction phase services by the Design Build Team may include: o Construction administration by the design professionals; o Bidding and award of all construction material, equipment, and labor contracts to vendors and prequalified subcontractors; o Construction scheduling; o Management of site operations and supervision of all subcontractors; o Management of disputes or demonstrations by organized interests; o Coordination of construction with various City of Peoria specialty subcontractors (example: Audio Visual, Signage, Security, Building Automation); o Quality assurance to minimize risk to the City and Design Builder; o Quality control in all aspects of the construction and project close-out; o Contingency and change management; o Compliance with the Americans with Disabilities Act (ADA) and all federal, state, and local permitting requirements; o Construction job site safety; o City Management and City Council presentation support. Fall 2023 Construction Start Fall 2024 Initial Phase Complete / Occupancy Transition / Existing Facility Demolition The requested schedule should propose an ideal pace for stakeholder engagement, programming, SD, DD, CDs, and shall conclude with GMP approval. Assume a preconstruction phase Notice to Proceed of April 5, 2022 and the presentation of Schematic Design estimates to Peoria no later than October 13, 2022. A schedule of the construction phase is not desired for this solicitation. Shortlist Confirmed.
