The highway redesign, a shared 2.5-mile project between the DOT and the City of Sioux Center, will replace aging pavement and rebuild the highway. The safety-based design will have two lanes of travel in each direction and center turn lanes and medians. "We've been working toward this construction for many years and are pleased it will soon begin," Sioux Center Utilities Manager Murray Hulstein said in a statement released Friday. "As with any construction project, we ask for patience with the inconveniences as we look toward the significant highway improvements." The second phase of the project, which will stretch from 13th Street S. to 12th Street N., is planned for 2024-2025. o April - Highway traffic (northbound and southbound) shifts to east side of existing highway pavement from 20th St. to 13th St. S. and construction begins on the west side. Utility work also begins. Construction will be staged to allow for two-direction traffic (one lane each way) through most of the work and to maintain at least one access to the businesses in the Walmart area throughout construction. o Mid-summer- Newly-paved 13th Street S. and 2nd Ave. S. opens. Work on 16th Street S. begins. o Fall - Highway 75 traffic shifts to new west side pavement. Work begins on east side. o Late fall - Paving east side of Highway 75. o Spring 2024 - Median paving and landscaping. ________________ http://www.tncontentexchange.com/politics/local/sioux-city-council-votes-in-favor-of-highway-75-20-interchange-annexation/article_ba965827-2e41-527e-94e3-9a9888e58e51.html SIOUX CITY -- The Sioux City Council unanimously voted Monday to approve the Iowa Department of Transportation's request to annex the Highway 75/20 interchange and a 46-acre tract of land abutting it into the city. The IDOT is consolidating all of its Sioux City facilities into one new location on 50 acres on the north side of U.S. Highway 20. The location also will be home to the Siouxland Interstate Metropolitan Planning Council, or SIMPCO, which plans to relocate its downtown Sioux City offices to a new office and bus storage facility on land leased from the IDOT. The property will be zoned Public Institutional upon completion of the annexation, which is expected to occur in mid-November. Before the vote, Sioux City Mayor Bob Scott asked if the IDOT's plans for the modification of U.S. 20/Gordon Drive/U.S. Highway 75 interchange, which are slated to occur amid the consolidation, are solidified. The IDOT has programmed $12.5 million for the reconstruction of about two miles of the highway, from the Gordon Drive interchange to Little Whiskey Creek, to even the elevation between the eastbound and westbound lanes. Plans also call for the elimination of the interchange's current traffic loops, as well as the addition of traffic signals to control traffic. Dakin Schultz, District 3 transportation planner, said the IDOT is still taking public comment on the matter. "As they would enter the city, we would anticipate some type of calming before the signal, whether that be the speed limit or an early and advanced signal sign," Schultz said. Mayor Pro Tem Dan Moore asked Schultz to clarify whether the IDOT has considered a roundabout concept for the location. Schultz said the IDOT has not due to the posted speed limits and large truck traffic on the roadway in that area. "As we start looking at what's occurring out there with the development, it seems to make more and more sense to look at trying to match the roadway to the urbanization of the east side of Sioux City," he said. _______________________________________________________________________ https://siouxcityjournal.com/news/local/idot-prepares-for-consolidation-of-sioux-city-facilities/article_12db976d-ecd5-5d17-8c67-410deefa30b5.html The IDOT has programmed $12.5 million in its five-year construction plan for reconstruction of about two miles of the highway to even the elevation between the eastbound and westbound lanes, similar to work done on U.S. 75 between Sioux City and Le Mars. The U.S. 20/U.S. 75 interchange also will be modified with elimination of current traffic loops and addition of traffic signals to control traffic. ________ Sioux Center's persistence and perseverance paid off. For nearly a decade, city leaders have pursued an expansion of U.S. Highway 75 through the heart of the city. Plans took a few detours along the way, but the Iowa Transportation Commission on June 11 added the $29 million project to the state's five-year highway construction plan. The action put the project in the cruising lane toward completion, upgrading a worn-out road and, the city hopes, improving safety, easing traffic congestion and contributing to ongoing development in this growing community. Utilizing revenue collected from the 2015 state gas tax increase, the transportation commission allocated $250,000 for right of way acquisition in 2022 and $20 million in 2023 for grading and paving. Sioux Center will contribute more than $9 million for design and engineering, administration, utility relocation along the highway and additional safety enhancements. The city will use tax increment financing and state road use tax funds to fund its share of the costs, Wynja said. Plans call for three miles of U.S. 75 from 20th Street SE to 12th Street NE to be expanded from the current alignment of one lane of traffic each way with a center left-turn lane to a four-lane highway with a center turn lane or a median in some spots. The design has yet to be finalized, Wynja said, but the highway will be widened by 10-15 feet on each side, directly impacting at least 25 residential and business property owners. Wynja said the city will continue to talk with affected owners and conduct public meetings to hear concerns during the next 18 months while the design is completed. The city has added medians, center crosswalks and other safety features to the design over the years in response to the public's safety concerns Per the city of Sioux Cener, a design team has been selected. Construction is anticipated to begin in 2023.
