To establish a contract for sandbags to prevent or reduce flood water damage. The sandbags will be used to aid in redirecting storm water and debris flow away from any City of Charlotte buildings or facilities. The City of Charlotte reserves the right to reject any or all bids or to award bid based on performance, delivery, quality and price, whichever is in the best interest of the City. Any exceptions taken to specifications must be noted. The City reserves the right to accept any item or group of items on a multi-item bid. In addition, the City reserves the right to make partial, progressive or multiple awards: where it is advantageous to award separately by items; or where more than one supplier is needed to provide the requirements as to quantity, quality, delivery, service or other factors deemed by the City to be pertinent to the purchase in question.
