Site work and new construction of a civil project in Newark, New Jersey. Completed plans call for the construction of a water / sewer project; and for site work for a water / sewer project.

Project has been awarded to Posillico Civil Inc and Railroad Construction Company, Inc.. They submitted a joint bid for the project. Total amount is $225,900,000 PROJECT NO. 689162 Esgineers Estimate: $100,000,000 - $500,000,000 For Construction of Perimeter Floodwall (B041), Stormwater Pumping Stations (B042), and Stormwater Collection System (B043) Security Notice: All contractors, subcontractor's contractor employees and/or representatives entering the plant must have and must present to PVSC Security, government issued identification such as a valid picture Driver's License or Passport. This applies to bid openings, pre-bid conferences and all on-premises contract work. Bids shall be opened publicly and read aloud after the closing time, 10:00 a.m. All interested parties are invited to attend. The bid opening will take place at PVSC's Commissioners Meeting Room on the first floor in the Administration Building. Bids may be withdrawn or modified prior to the time for the opening of bids or the authorized postponement thereof. No bid may be withdrawn for a period of 60 calendar days after the date of the opening of bids. PVSC reserves the right to reject all Bids and waive any minor Bid informalities, defects or irregularities when it has sound documented reasons and in accordance with applicable law. Any award will be made to the lowest responsible bidder. No bid will be received unless in writing on the forms furnished, and unless accompanied by bid security in the form of a bid bond, cashier's check, or a certified check made payable to the PVSC in an amount equal to 10% of the amount of the total bid, but not exceeding $20,000, executed by a Surety Company duly authorized to do business in the State of New Jersey. The successful Bidder must furnish a 100 percent construction performance bond, and a 100 percent construction payment bond, a maintenance bond, and an environmental maintenance bond with a surety company acceptable to the Owner. Complete instruction for preparing Bids and a maintenance bond are included in the Bidding Documents. Work included under this single construction contract includes projects that were designed under three (3) separate engineering contracts. The designs developed under these engineering contracts carry designations, as listed below. * B041 Perimeter Floodwall (Engineer: STV / Mott MacDonald Joint Venture) * B042 Stormwater Pumping Stations (Engineer: CH2M, now Jacobs Engineering Group) * B043 Stormwater Collection System (Engineer: Paulus, Sokolowski and Sartor, LLC) Each of the aforementioned Consulting Engineering Firms, are hereinafter referred to as Engineer, and the AECOM/HDR Joint Venture is the Program Manager for PVSC's overall Flood Resiliency Program. Work to be performed under Contract No. B203 includes furnishing all labor, materials, supplies, equipment and other facilities required by the Contract Documents for improving the flood resiliency of PVSC's wastewater treatment plant in Newark, New Jersey. Work includes, but not limited to, constructing a new perimeter floodwall (B041), three (3) new stormwater pumping stations (B042), and making modifications to the stormwater collection system (B043). The Perimeter Floodwall, Stormwater Pumping Stations, and Stormwater Collection System Project is located all throughout the wastewater treatment plant campus on both sides of Doremus Avenue in Newark, NJ. Bidders are strongly recommended to attend the pre-bid meeting and site visit. Copies of the Bidding Documents will be available for inspection and / or purchase at the Field Office of the Program Manager, 652 Doremus Ave., Newark, New Jersey, 07105 (Entrance is also known as PVSC Construction Gate Number 14) on the date of this advertisement, during the hours of 10:00 a.m. and 4:00 p.m. Visitors must comply with the Security Notice . In the event that a potential bidder obtains the Bid Documents in any manner other than as specified herein, the Passaic Valley Sewerage Commission will not have the contact information of the potential bidder for purposes of issuing bid addenda, if any. The non-receipt of any addenda (in the event that any addenda are issued) and the failure of the bidder to acknowledge the receipt of any and all addenda at the time of bid shall be considered a fatal defect in such Bidder's submission and said Bid shall be immediately rejected. Therefore, if a potential bidder obtains the Bid Documents in any manner other than as specified herein, said Bidder shall promptly provide written notice to Mr. Werner Mueller, PE, Program Manager for the AECOM/HDR Joint Venture, Werner.Mueller@hdrinc.com, 973-817-5744 accordingly. All bidders and their subcontractors of any tier listed in the bid documents, pursuant to N.J.S.A. 40A:11-16, shall be registered with the New Jersey Department of Labor and Workforce Development pursuant to the Public Works Contractor Registration Act, P.L. 1999, c238. A copy of the Bidder's registration certificate may be provided with each bid. Certificate must be submitted prior to award of the Contract. The Contract is expected to be funded in part with the funds from the NJDEP and the NJEIT. Neither the United States nor the State of New Jersey, the NJEIT, nor any of their departments, agencies, or employees is, or will be, a party to the Contract or any lower tier contract or subcontract. The Contract or Subcontract will be subject to regulations contained in N.J.A.C. 7:22-3.1 et seq., 4.1 et seq., 5.1 et seq., 9.1 et seq. and 10 et seq., Local Public Contracts Law, Department of Labor and Workforce Development Current Wage Rate Determination, Prevailing Wage Act, Contract Work Hours and Safety Standard Act, Copland Act, Davis Bacon Act, Buy American Clause, Debarment and Suspension, and Socially and Economically Disadvantaged (SED) (N.J.A.C. 7:22-9.1 et seq.). Pursuant to N.J.S.A. 10:5-33: "Bidders are required to comply with the requirements of P.L. 1975, c.127." All bidders are encouraged to include a commitment to the use of small, minority, women's and labor surplus area businesses and shall be in conformity with N.J.A.C. 7:22-3.17(a)(24) and 7:22-4.17(a)(24) with a goal of not less than 10% participation of small business enterprises owned and controlled by socially and economically disadvantaged individuals (SED). Further details regarding special requirements of contractors to comply with the Project Plan developed by the owner for SED participation are included in the Information for Bidders and the Supplemental General Conditions.
