Pre-construction video taping of the existing sanitary sewer system Installation of cured in place pipe as indicated by plans and specification Manhole rehabilitation as indicated by plans and specifications Post-construction video taping of the rehabilitated sanitary sewer system The Work Shall Consist Of Approximately: The furnishing of plant, labor, equipment and materials necessary for repair of the existing sanitary sewer collection system, including all appurtenances as herein specified. All proposals shall be accompanied by a bidder bond or a cashiers check drawn upon a national or state bank in the amount of 5% of the total amount bid payable to Cypress Creek Utility District as guarantee that the bidder will enter into a contract and execute a performance bond within ten (10) days after notice of the award, and that his bid will not be with- drawn within sixty (60) days after the date of opening of bids without the consent of OWNER. Bids not accompanied by a bidders bond or a cashiers check will not be considered. The right is reserved, as the interest of the OWNER may require, to reject any and/or all bids, and to waive any informality in bids received. This contract is contingent upon release of funds from the Texas Water Development Board (TWDB). Any contract or contracts awarded under this Invitation for Bids are expected to be funded in part by a loan from the Texas Water Development Board, and shall be referred to as Project No. 73770. Neither the State of Texas nor any of its departments, agencies, or employees is or will be a party to this Invitation for Bids or any resulting contract. Any contract(s) awarded under this Invitation for Bids is/are subject to the American Iron and Steel (AIS) requirements of Section 608 of the Federal Water Pollution Control Act (33 U.S.C. 1388). Any contract(s) awarded under this Invitation for Bids is/are subject to the American Iron and Steel (AIS) requirements of P.L. 113-76 Consolidated Appropriations Act, 2014. Additionally, Davis-Bacon and Related Acts (DBRA) apply to contractors and subcontractors performing on federally funded or assisted contracts in excess of $2,000 for the construction, alteration or repair of public buildings or public works. The contractor shall carry out applicable requirements of 40 CFR Part 33 in the award and administration of contracts awarded under TWDB financial assistance agreements. Failure by the contractor to carry out these requirements is a material breach, which may result in the termination of the awarded financial assistance. This contract is subject to the Environmental Protection Agency (EPA) fair share policy, which includes EPA-approved fair share goals for Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) firms in the Construction, Supplies, Equipment, and Services procurement categories. EPAs policy requires that applicants and prime contrac- tors make a good faith effort to award a fair share of contracts, subcontracts, and procure- ments to Minority Business Enterprise and Women-Owned Business Enterprise firms. Alt- hough EPA policy does not mandate that the fair share goals be achieved, it does require applicants and prime contractors to demonstrate use of the six affirmative steps.
