Renovation of a residential development in El Paso, Texas. Completed plans call for the renovation of a three-bed residential development.

**As of October 22, 2019, this project has not yet been awarded. A timeline for award has not yet been established. The estimated project budget is in the range of $50,000.00 - $60,000.00. Last Day for Bidders to Submit Written Questions August 21, 2019 Evaluations September 2019 Contract Award October 2019 The scope of work will consist of the following: to bring electrical, plumbing, and mechanical up to present code and make home more accessible for homeowner for a three (3) bedroom two (2) bathroom dwelling. Please note requirements of the City's "Cone of Silence" Policy found in section I-B, Information for Bidders, item number 23. The Cone of Silence Policy prohibits any communication except as provided in the Policy. The Cone of Silence begins on the day the bid is advertised and terminates when the contract is awarded by the Owner. The Owner reserves the right to accept or reject any or all proposals and to waive formalities. Also, the Owner reserves the right to accept the offeror's proposal based on the tabulation of any one, combination or all of the base bid(s), alternate bid(s) and/or, optional bid(s) based on the most advantageous project proposal that is desired by the Owner. Please note the Owner's experience requirements, for award of this project, in Section I-B, Information for Bidders, item No. 6, Method of Award-Lowest Responsible and Responsive Bidder The successful bidder must furnish a performance and payment bond as required by law, and the terms of this contract. Federal Funds are anticipated to be used in this project and the Davis-Bacon Act, Section 3 of the Housing and Urban Development Act of 1968, and Executive Order 11246, will apply. In the event that federal funds are not disbursed to the Owner for this project, or that federal funds disbursed are insufficient to proceed with this Project, as determined by the Owner, the Owner shall have no further legal obligations in connection with this project without any legal obligation for compensation or damages to the bidder. The contractor shall pay not less than the wage rate as determined by the Department of Labor, Wage and Hour Division. The Federal Funding Accountability and Transparency Act (FFATA) requires that Community Development Block Grant recipients submit contractor information no later than (14) fourteen days after award. Contractor shall register with Central Contractor Registration (CCR) to obtain a DUNS It is mandatory that the following forms be complete and submitted prior to award. 1. Federal Certifications, Section I-F-1 Each bid must be accompanied by a bid bond naming the Owner as obligee and duly executed by the Bidder as principal and having as surety thereon a surety company approved by the Owner, in the amount of five percent (5%) of the Total Bid price including base bid(s) and alternate(s) All bid bond forms must contain original signature(s) The Owner reserves the right to accept or reject any or all bids and, to the extent permitted by law, to waive informalities or irregularities that are not material, such as failure to submit sufficient offer copies, literature or similar attachments or business affiliation information. All bids are to be prepared and submitted in accordance with the provisions of the Information for Bidders, and the Owner and the City reserve the right to consider any bid, therefore, subject to rejection as being nonresponsive to the bid request. The Owner may, in its sole discretion, determine that any non-material defect in the bid is harmless if such defect relates to an element that is not material, mandatory or essential to the responsiveness of the bid, and the Owner may accept the bid in spite of the existence of a harmless non-material defect. Any bid received after the time and date specified shall not be considered. No Bidder may withdraw a bid within NINETY (90) consecutive calendar days after the actual date of the opening thereof
