The County will not be responsible for any information provided by third party sources. The County will not accept bid forms provided by third party sources. Bids must be accompanied by cash, certified check, cashier's check, bank good faith check, or other irrevocable letter of credit or bid bond in the amount of 10% of the total amount of bid and made payable to the order of the Washington County Commissioners. Only the Bid Securities listed will be accepted. The successful bidder shall be required to pay his employees at wage rates not less than those published in the Federal Davis-Bacon Wage Rates. Complete packages of plans and specifications must be obtained in PDF format on compact disc at the Washington County Purchasing Office, 100 West Beau Street, Suite 402, Washington, PA 15301 at no fee. Compact disc will be mailed for a non-refundable fee of $5.00. The Washington County Commissioners reserve the right to reject any or all bid proposals. The County of Washington is committed to assuring that small business concerns owned and controlled by socially and Economically Disadvantaged Individuals (DBE) are included in projects it sponsors. In accordance with 49 CFR Part 26, a DBE Goal for this contract is set at 0% of the dollar value of the prime contract to small business concerns owned and controlled by socially and economically disadvantaged individuals (DBE). However, bidders are encouraged to seek and obtain DBE participation. All DBE firms used to meet this goal must be certified by the PA UCP. Certification as a DBE by the PA UCP is separate and distinct from other certification programs. The only source that should be used for verification of current eligibility of a DBE firm is available electronically. Physical certification letters and/or expiration dates should not be requested from DBE firms.
