The project includes, but is not limited to, 2 inch mill and overlay, full-depth pavement repairs, and marking on a section of Airport Drive and crack cleaning and sealing, application of approximately 146,150 square feet of emulsified asphalt surface treatment (seal coat), and pavement markings in the Employee Parking Lot as shown on the plans and indicated in the specifications Proposals shall be accompanied by a cashier's or certified check upon a national or state bank in an amount not less than five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within ten (10) days after notice of award of Contract to him. Such bid guarantee shall be made payable to LITTLE ROCK MUNICIPAL AIRPORT COMMISSION. The successful bidder must furnish a performance and payment bond upon the form provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner. Bidders must be licensed under the terms of Arkansas Code Annotation 17-25-101, et. Seq. All bidders and proposers shall make good faith efforts to subcontract a minimum of fifteen percent of the dollar value of the prime contract to small business concerns owned and controlled by socially and economically disadvantaged individuals (DBE, MBE, SBE, WBE). The Little Rock Municipal Airport Commission reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of the Little Rock Municipal Airport Commission, and to reject nonconforming, nonresponsive, or conditional bids. Bids must remain in effect for 90 days after the bid opening date. Disclosure of Information Pursuant to Arkansas statute, all information contained in any submitted bid, request for proposal, or request for qualifications document to the Airport will be available for public review upon FOIA request. All respondents are hereby advised that any information that they may consider to be confidential or proprietary and would give a competitive advantage if disclosed, should be identified, along with a statement as to whether or not a claim of confidential or proprietary privilege is being asserted. If such information is later sought by a FOIA request, the respondent will be allowed to justify its claim of privilege and the Airport will assess the validity of said claim in advance of any release.
