The Project contemplated consists of, but is not limited to, the redevelopment of approximately 31 acres of terminal property into an intermodal rail yard and container staging area. The Work will be substantially complete within 631 calendar days from the date when the Contract Times commence to run. The Work will be completed in all respects within 661 calendar days from the date when the Contract Times commence to run. Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security as prescribed in the Instructions to Bidders. Bidders must provide electronic versions of their bid package within 24 hours of the bid opening date/time. The Successful Bidder will be required to furnish the necessary additional Bond(s) for the faithful performance of the Work, as prescribed in the Bidding Documents. In order to perform public work, the Successful Bidder and subcontractors shall hold or obtain such licenses as required by Commonwealth Statutes, and federal and local Laws and Regulations. Each Bidder shall be required to comply with Executive Order No. 112461, BEC 202, dated September 24, 1965, and shall not discriminate against any employee or applicant for employment because of race, color, creed, or national origin. Each Bidder shall be required to comply with attached Notice of Requirements for Affirmative Action to Ensure Equal Employment Opportunity (Executive Order 11246 and 41 CFR Part 60-4). Bidders are required under Title 54, Chapter 7, Code of Virginia, to show evidence of certificate of registration before Bid may be received and consideration on a general contract or subcontract of $40,000 or more, in accordance with the Instructions to Bidders. This requirement is to ensure DMBE-certified small business articipation, which will assist efforts toward achieving the statewide goal of 40 percent of the Commonwealth's discretionary spending in combined prime and subcontracts for small businesses.
