The Work Generally consists of furnishing all labor, skill, equipment, and construction materials to install innerduct, handholes, fiber optic cable, panels and necessary appurtenances in accordance with the plans and specifications. The Project scope generally includes but is not limited to: General Construction o Furnish and Install approximately 8,100 feet of 2" innerduct and tracerwire o Furnish and Install approximately 18 - 24"x36" Polymer Concrete handhole pull boxes o Furnish and Install approximately 10,100 feet of 24 strand single mode fiber optic cable in new and existing innerduct. o Demo existing network equipment racks and battery backup systems. Contractor shall dispose of batteries and turn all other equipment over to OWNER as indicated in the plans and specifications. o Furnish, Install, and Wire new network equipment racks per plans and specifications. o Terminate all fiber optic within new network equipment rack fiber optic patch panels provided under this project. o Contractor shall carry a bid allowance for the purchase of the network equipment to be installed within the new network equipment racks. The amount of the allowance will be listed on the bid form. Bids shall be on a unit price basis, as indicated in the Bid Form. All Bids must be in accordance with the Bidding Documents on file with the City of Grand Forks (Owner) at City Hall, 255 N. 4th St., in Grand Forks, North Dakota, 58201 or the office of Advanced Engineering and Environmental Services (AE2S) (Engineer) at 4050 Garden View Dr, Suite 200, Grand Forks, ND 58201. Neither Buyer nor Engineer has any responsibility for the accuracy, completeness or sufficiency of any bid documents obtained from any source other than the source indicated in these documents. Obtaining these documents from any other source(s) may result in obtaining incomplete and inaccurate information. Obtaining these documents from any source other than directly from the source listed herein may also result in failure to receive any addenda, corrections, or other revisions to these documents that may be issued. All Bidders shall have a valid North Dakota Contractor's license of the appropriate Class for the work, as required by Section 43-07-05 (NDCC). Bidders shall enclose a copy of their license or Certificate of Renewal in the same envelope as the Bidders Bond, as required under 43-07-12 (NDCC). No Bid will be read or considered unless it fully complies with the Bond and license requirements. Any deficient Bid will be resealed and returned to the Bidder. All Bids will be made on the basis of cash payment for such work. The City of Grand Forks reserves the right to reject any and all Bids, to waive irregularities and informalities, and to award the Contract in the best interests of the City of Grand Forks. The Owner reserves the right to hold the three (3) low Bids for a period of sixty (60) days after the date of the Bid opening. The work, if awarded, shall have a substantial completion date of December 1, 2019 and all work shall be finally completed by June 1, 2020. All Bids shall be prepared according to the Instruction to Bidders contained within the Project Manual. Each Bid shall be accompanied by A SEPARATE ENVELOPE containing Bidder's Security (and other documentation as printed in the Instructions to Bidders), payable to the City of Grand Forks, in a sum equal to five percent (5%) of the full amount of the Bid, executed by the Bidder as principal and by a surety company authorized to do business in the State of North Dakota, conditioned that if the principal's Bid be accepted and the contract awarded, principal, within fifteen (15) days after Notice of Award, will execute and effect a Contract in accordance with the terms of the principal's Bid and a Contractor's Bond as required by the laws of the State of North Dakota and the regulations and determinations of the City of Grand Forks, North Dakota. Only Bids that are accompanied by such a Bond (and other Qualifications) will be considered. Successful Bidders will be required to furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one-hundred percent (100%) of the contract amount as security for the faithful performance and the payment of all bills and obligations arising from the performance of the Contract. Insurance, as required, shall be provided by the successful Bidders and certificate(s) of that insurance shall be provided. All Bidders shall strictly follow the directions outlined in the Instructions to Bidders (00 21 13) when submitting their bid.
