Site work and renovation of a water / sewer project in Everly, Iowa. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.
A continuous discharge aerated lagoon wastewater treatment system at the existing controlled discharge lagoon site. The aerated lagoon wastewater treatment system includes two 5.2 MG aeration cells, SAGR polishing units, an 8.4 Mg equalization basin, aeration blower building and equipment, UV disinfection system, equalization basin lift station and wastewater control structures and piping. The project also includes sludge removal, modifications to the existing community lift station and construction of a parallel force main along St. Mary's Street from the lift station to the wastewater treatment site Said proposals received shall be acted upon at 6:00 PM, September 30, 2019 at the City Council Chambers or at such later time and place as may then be fixed.. Major items of construction and approximate quantities thereof for the "2019 WASTEWATER IMPROVEMENT PROJECT, EVERLY, IOWA," are as follows: Lagoon Sludge Removal Lump Sum Embankment In Place 26,300 Cu Yd 45 mil. Synthetic Liner 433,000 Sq Ft Wastewater Treatment Equipment Lump Sum Lift Station Modifications Lump Sum Eq. Basin Package Lift Station Lump Sum 4"-8" PVC DR-14 Force Main 3,800 Ln Ft Each proposal shall be accompanied by a cashier's check or certified check on a solvent Iowa bank or a bank chartered under the laws of the United States; or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States; or a bid bond in the form prescribed in the specifications (see Chapter 26 of the current Code of Iowa) and filed in an envelope separate from the one containing the proposal, sealed, and in the amount of not less than 5 percent of the bid. The check or bid bond shall be made payable to the Treasurer, City of Spencer, Iowa. Said check may be cashed or the bid bond declared forfeited by the City as liquidated damages in the event the bidder fails or refuses to enter into a contract as required by the specifications within fifteen (15) days of the award of a contract. The Contractor shall furnish a Performance and Payment Bond (see Chapter 573 of the current Code of Iowa), in an amount equal to one hundred percent (100%) of the amount of the contract, said bond to be issued by a responsible surety approved by the City Council and shall guarantee the faithful performance of the contract and the terms and conditions therein contained and shall protect and save harmless the CITY, and KRUSE, CATE & NELSON, P.C., Spencer, Iowa, from claims and damages of any kind caused by the construction of said improvements, and shall also guarantee the maintenance of said improvement in good repair for not less than two (2) years from the date of final acceptance of the improvement by the City Council. The City Council reserves the right to defer acceptance of any proposal for a period not to exceed twenty-five (25) days from the date for bid opening. In addition, until the award of a contract is made, the owner reserves the right to reject any or all proposals, waive technicalities, if such waiver is in the best interest of the owner and is in conformance with applicable state and local laws or regulations pertaining to the letting of construction contracts; advertise for new proposals; or proceed with the work otherwise. All such actions shall promote the owner's best interests. All eligible contractors/subcontractors must: Be registered with the Iowa Division of Labor; Meet any and all State licensing requirements (electrical, plumbing, mechanical, etc.); and, be approved by the Iowa Economic Department Authority as not being on the U.S. Department of Housing and Urban Development's or the U.S. Department of Labor's list of debarred or suspended contractors. Final payment of the five percent (5%) due the Contractor will be made not earlier than thirty days from the final acceptance of the work by the City, subject to the conditions and in accordance with the provisions of Chapters 26 and 573 of the current Iowa Code. Contractors shall use their best efforts to solicit bids from and to utilize minority group contractors and subcontractors, or contractors and subcontractors with meaningful minority group and female representation among their employees. This project is to be funded in part by a Community Development Block Grant (CDBG) and a State Revolving Fund (SRF) Loan, and is therefore subject to certain labor standards and civil rights requirements included in the Contract Documents. Contractors performing work on the project shall comply with the requirements as enumerated in the applicable statutes and Federal Contract Provisions for CDBG and SRF projects. Minimum wage rates to be paid employees have been determined by the U.S. Department of Labor and are listed in the Contract Documents. The Contractor/Subcontractors will be required to comply with the wage and labor requirements and to pay minimum wages in accordance with the schedule of wage rates. Section 3 Businesses are encourage to respond to this proposal. A Section 3 business is a business that is: 51% owned by Section 3 residents* Whose permanent, full-time staff is comprised of at least 30% Section 3 residents* Has committed 25% of the dollar amount of its subcontracts to Section 3 businesses
