The Los Angeles County Metropolitan Transportation Authority (Metro) Management Audit Services Department (MASD) is requesting the services of a contractor that has experience in completing assessments of Rail Engineering & Maintenance training, in three rail (light and heavy) engineering and maintenance departments: Signal, Track, and Traction Power MASD is seeking the services of a vendor to conduct a review to evaluate the adequacy of the rail engineering & maintenance technical, safety, and mandated training. The scope of the assessment will consist of four job titles (Manager, Supervisor, Instructor, and Inspector), within three rail engineering and maintenance departments: Signal, Track, and Traction Power, and will include the following review per job title and per department: 1. Determine whether the training curriculum is complete (vendor may suggest criteria typically used for the industry). 2. Determine the quality of training curriculum. For example, is the current curriculum up to date and relevant, led by a qualified trainer 3. Determine reasonableness of timeframe to train newly hired employees. 4. Determine whether the current method of training is adequate and in accordance with best practices. 5. Determine whether employees are adequately trained in their assigned designation. 6. Provide recommendations to improve the five objectives above. Metro's three rail engineering and maintenance department are part of the Wayside Systems; Signal, Track, and Traction Power, that support Metro's Operations. Wayside Systems maintain Metro's heavy and light rail lines, yards and shops. Wayside personnel conducts various daily routine maintenance activities including 24/7 call-out for emergency response and repairs. Wayside Systems support other departments, including Operations and Construction, as well as contractors and third parties, with oversight, inspection, and especially switching and grounding the traction power system to keep personnel, workers and the public safe. We maintain various manuals and as-built documentation and procedures for all our rail lines. Signal Maintenance inspects, test and perform maintenance to assure the proper and safe operation of the signaling system. This includes interlocking, main line train control, conventional and audio rack circuits, highway crossing devices, centralized traffic control and yard movements. Inspection and maintenance activities are divided into two general categories; mandated and recommended signal maintenance. Examples of mandated maintenance Grade crossings Mainline switch machines Vital relays Interlocking Examples of recommended maintenance Mainline track circuits Motor brush inspection and replacement Switch plate lubrication Wayside signal lens cleaning Battery tests and cleaning Track department inspects ballasted track, direct fixation track, embedded track, grade crossings and all special track work. These track structures are checked for appropriate fit of all components including special track work switch point and moving parts. Rail fastening systems are also checked for tightness of direct fixation bolts, and Track Geometry. Track are also inspected during extreme hot weather conditions, and other occurrence such as severe storm, and earthquakes Maintenance and inspections are performed per established passenger rail transit industry standards, California State and Federal Government Regulations, specifically California Public Utilities Commission General Order 143B. Traction Power is responsible for maintaining Metro's traction power and associated systems and equipment for Metro's heavy rail and light rail systems. The heavy rail system comprises 34.5 kV AC, 750 vdc and 277/480 volt power systems at all passenger stations, mid-tunnel vent shafts and the rail vehicle maintenance facility, as well as the contact (3 rd ) rail system. In addition, the department is responsible for tunnel and station lighting, ventilation systems, and certain Uninterruptible Power Supply (UPS) and battery systems. The method of contractor selection has not been determined at this time.
