There is approximately 1 mile of 14" Ductile Iron force main extending from our Trunkline 3 sewer pumping station to the intersection of Peck Farm Road along Route 202 in Winthrop. The force main was installed in 1979 and is currently failing. The Main Street interchange along Rt. 202 was recently rebuilt by the Maine DOT, and is under a moratorium, which limits digging in the travelled way. We have profiled the soils on the Northern shoulder of Route 202 for horizontal directional drilling. This is an unexpected replacement of our infrastructure. Review the soils report by Summit Geoengineering, dated September 4, 2019, for suitability of horizontally directionally drilling nearly 60% of the project, from approximately Sta. 0+00 to 16+50 and 37+50 to 51+50. Drill plans must layout entry and exit pit locations, total length of main to be installed by HDD, optimum depth to avoid moling the roadway, plan to seal the void space between the pipeline and the drill bore, traffic management plans. The contractor shall clearly identify scope of services, and exclusions to services. The District is willing to provide some assistance with earthwork support and vactor service, but as an alternate if it is at significant project savings. The District has a fill site across the street from 61 Carlton Pond Road, that can be stabilized to receive recycle or spoils materials. The proposed pipe will be 18" HDPE DIPS, DR 11. The pipeline will need to be pressure tested post installation for integrity and final release of payment. Remaining Pipeline work, structure placement and connections to existing infrastructure to be done by others. The District will identify an earthwork contractor to complete the digging portion through the shallow ledge. A bid must be accompanied by Bid security made payable to Owner in an amount of 5% of Bidder's maximum bid price and in the form of a certified check or Bid bond issued by surety meeting the requirements of the General Conditions. No bid may be withdrawn for at least 60 days after receipt of bids unless released by the Owner. The successful bidder must furnish, within 15 days after the Notice of Award, four sets of signed Contract Documents, 100% Performance Bond, 100% Payment Bond and proof of insurance documentation acceptable to the Owner. The District reserves the right to reject any or all Bids, to waive any technical or legal deficiencies, and to accept any Bid that it may deem to be in the best interests of the District.
