Site work, paving and renovation of a civil project in Cavalier AFS, North Dakota. Completed plans call for the renovation of a bridge / tunnel; for site work for a water / sewer project; for paving for a bridge / tunnel; road / highway; and water / sewer project.

The Work is comprised of three (3) contracts: Contract No.1 - Water Tower Replacement; Contract No.2 - Electrical Construction, and Contract No.3 - Water Main Replacement. Individual Bids will be received for each Contract as well as Contract No.4 - Combined Water Tower Replacement and Electrical Construction. The Owner will not accept a combined Bid unless that Bid is lower than the combined total of the lowest and best Bids for the separate Contracts. The Work for each Contract is generally described as follows: Contract No.1 - Water Tower Replacement: Work generally consists of furnishing and installing a new 250,000-gallon spheroid single pedestal water tower, including the design and installation of the foundation system; water tower appurtenances, antifreeze equipment, control room; all site work including site piping, concrete floor, landscaping, site restoration, seeding, and gravel access road and culvert. Work also consists of the demolition and removal of the existing 50,000 gallon water tower and water tower appurtenances and site restoration. Contract No.2 - Electrical Construction: Work generally consists of furnishing and installing a new electrical system for the new water tower including wiring and equipment for power supply, anti-freeze system, tower lighting, unit heaters, controls, communications, electrical service and tower appurtenances. Work also consists of electrical demolition at the site of the existing water tower. Contract No.3 - Water Main Replacement: Work generally consists of water main replacement, hydrant and valve replacement, curb and gutter removal and replacement, and aggregate backfill. Water main improvements and related items consist of the following approximate quantities: Storm Water Pollution Prevention Plan Implementation and Maintenance, 1 LS Temporary Water Service, 4300 SY Pavement Removal and Replacement, 265 SY Concrete Removal and Replacement, 1,485 CY Aggregate Base, 970 LF of Concrete Curb and Gutter Removal and Replacement, 99 LF of 6-inch PVC Water Main, 136 LF of 8-inch PVC Water Main, 2,243 LF of 10-inch PVC Water Main, 5 EA Install Fire Hydrant, 7 EA 6-inch Gate Valves, 1 EA 8-inch Gate valves, 14 EA 10-inch Gate valves, and other related work items. Contract No.4 - Combined Water Tower Replacement and Electrical Construction: Work generally includes construction consisting of all Work described under Contracts No. 1 and No. 2. Alternates No.1, 2, 3, and 4: Water Tower Logo: The work of Alternates No.1, 2, 3, and 4 include the application of logo(s) on the water tower as indicated in the plans and specifications. Alternates No.1, 2, 3, and 4 apply to Contract No.1 and No.4. Alternate No.5 - Mill and Overlay: Work generally consists of mill and overlay. Work and related items consist of the following approximate quantities: 8,200 SY Pavement Milling and 2-inch Pavement Overlay, 1 LS Crack Sealing, and other related work items. The work shall be done in accordance with Bidding Documents on file in the Office of the City Auditor, 301 Division Ave. N., Cavalier, ND 58220. All Work shall be done according to the Bidding Documents. All bidding document interpretations and clarifications shall be directed to the office of AE2S at (701) 746-8087. The City reserves the right to reject any or all bids and/or to waive any informality in any Bid, to hold all Bids for a period not to exceed thirty (30) days from the date of opening Bids, and to accept the Bid deemed to be most favorable to the interest of the City of Cavalier. All Bids are to be submitted on the basis of cash payment for the Work and materials, and each Bid shall be accompanied by a separate envelope containing a Bidder's Bond, payable to the City of Cavalier, in a sum equal to five percent (5%) of the full amount of the Bidder's maximum Bid submitted, executed by the Bidder as principal and by a surety company authorized to do business in the State of North Dakota, conditioned that if the principal's Bid be accepted and the contract awarded to him/her, he/she, within fifteen (15) days after Notice of Award, will execute a Contract in accordance with the terms of his/her Bid and a Contractor's Bond as required by the laws of the State of North Dakota and the regulations and determinations of the City of Cavalier, North Dakota. Each bid shall contain a copy of the license or certificate of renewal thereof issued by the secretary of state enclosed in the required bid bond envelope. Bidder must be licensed for the full amount of the bid. No bid will be read or considered which does not fully comply with the above provisions as to bond and license. Any deficient bid submitted will be released and returned to the Bidder immediately. Bidders on this work will be required to comply with Title 40 CFR Part 33 - Participation by Disadvantaged Business Enterprises in the United States Environmental Protection Agency Programs. The requirements for bidders and contractors under this regulation concern utilization of Minority Business Enterprises (MBE), Women's Business Enterprise (WBE), and Small Business Enterprises (SBE) and are explained in the specifications. The goal for MBE is 2% of the total dollar value of the project. The goal for WBE is 3% of the total dollar value of the project. Bidders on this work will be required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in the specifications. Should the Contractor fail to complete the Work within the time required, as set forth in the Agreement, or within such extra time as may have been granted by formal extensions approved by the City and Engineer, there shall be deducted from any amount due him/her the sum of $1,100.00 per calendar day as compensation to the City for each day and every day that the completion of the Work is delayed. The Contractor and his surety shall be liable for any excess. Such payment shall be for liquidated damages and not as a penalty.
