Statements of Prequalification are being solicited by the Central Utah Water Conservancy District (OWNER) for construction of the Sixth Water Flow Control Structure Modification. The construction work, in general, consists of the following: Furnishing and installing a high pressure and high head break bypass flow control structure and reconstruction of an 87-inch diameter tunnel access pipeline. The project primarily includes earthwork, structural, mechanical, piping, and electrical work for a new bypass flow control structure that will be located adjacent to the existing structure. The site is constrained and located in a remote area in Sixth Water Canyon. Contractor prequalification is required by the OWNER, and only prequalified Contractors will be allowed to submit a bid for constructing the subject modification. All prospective Contractors will be notified by February 14, 2020, if they have been prequalified and approved to bid on this project. Equipment Supplier prequalification is required by the OWNER, and only prequalified Equipment Suppliers will be allowed to submit a proposal for furnishing the subject equipment. Interested Contractors may obtain the Prequalification Requirements at no charge from the OWNER at 1426 East 750 North, Suite 400, Orem, Utah 84097, Telephone: 801-226-7141, Fax: 801-226-71, or by download from the OWNER homepage. Instructions for downloads are presented on the homepage. The OWNER anticipates issuing procurement documents to prequalified Contractors March 19, 2020 and opening bids at 10:00 a.m. April 14, 2020. Award of a contract for construction of the modification is anticipated by May 2020 Electronic submission: Statements of Prequalification shall also be submitted by the same deadline in one of the following electronic formats: Via E-mail: Provide one scanned pdf-format copy (compatible with Adobe Reader 10.0 or later) of original documents, sent to the following e-mail address: bart@cuwcd.com. Such e-mail transmission and attachments shall be received by OWNER no later than the date and time prescribed. It is recommended that a test e-mail message be exchanged with this address in advance. Via USB Flash Drive: Provide one scanned pdf-format copy (compatible with Adobe Reader 10.0 or later) of original documents on a suitable USB flash drive. Include this flash drive with the submission of the hard copies of the Statement of Prequalification. The hard copies and pdf copy shall be received by OWNER no later than the date and time prescribed. PROJECT DESCRIPTION The project entails construction of a new below grade flow control vault, adjacent to the existing Sixth Water Flow Control Structure, that will include two water delivery trains with flow capacities ranging from 5 to 50 cfs and 10 to 100 cfs including prolonged deliveries at or near 5 cfs. This facility is owned by the United States Department of Interior and operated and maintained by the Central Utah Water Conservancy District (CUWCD). The modification is being designed and constructed by CUWCD, in cooperation with the U.S. Department of Interior under various agreements. The OWNER has separately procured the triple offset ball valves, and axial control valves, and may assign the contract for this equipment to the general contractor. Submittal review and approval authority for this equipment would be retained by the OWNER, with the assistance of the Design Engineer. The successful Contractor will be required to coordinate the services of qualified manufacturer's representatives during the installation and commissioning of the equipment. SITE OF WORK The modification will be completed at the existing Sixth Water Flow Control Structure that is located approximately 40 miles east of Spanish Fork City, which is in Utah County, Utah. The work is in a remote area of Sixth Water Canyon that is accessed via US Highway 6 and Sheep Creek Road (FR 051).
