The Project is located at 500 Atlantic Avenue, Alameda, California, 94501 and is described as follows: Alameda Municipal Power (AMP) is the City of Alameda's not-for-profit electric municipal utility, serving residents and businesses for over 130 years. Its reliable electric supply system covers 23 square miles and provides power to more than 34,000 customers. AMP has two main substations namely Cartwright and Jenney Substations (Jenney is located at 2179 Clement Street, Alameda, California, 94501 while Cartwright is located at 500 Atlantic Avenue, Alameda, California, 94501). AMP's 115-kV transmission system is fed from two separate radially connected lines coming from Pacific Gas Electric's (PG&E) Substations C and J, both located in Oakland, California. The existing Brown Boveri (now known as ABB) 121PA40-16B Sulfur Hexafluoride (SF6) insulated high voltage dead tank circuit breakers (CBs) CB302, CB312 and CB322 at Cartwright Substation serve as the incoming main feeds and tie breaker, respectively to the main transformers at Cartwright Substation. These SF6 CBs have been in service for over 35 years and have exceeded its service life. This project involves replacing three (3) SF6 CB with three (3) new Siemens Motor Spring Operating Mechanism SF6 CBs. CB tanks, motor operator/terminal cabinets, new CB structural steel support lattice pieces, and their associated parts have already been delivered and are currently stored in Jenney Substation yard. The Technical Specifications contain the full description of the Work. Each bidder must submit bid security equal to ten percent of the maximum bid amount, in the form of cash; a cashier's or certified check made payable to Alameda Municipal Power; or a bid bond using the Bid Bond form included with the Contract Documents, and executed by a surety licensed to do business in the State of California. The successful bidder will be required to provide performance and payment bonds, each for 100% of the Contract Price, as further specified in the Contract Documents. The Project must be completed within 60 calendar days from the start date set forth in the Notice to Proceed. AMP anticipates that the Work will begin on or about April 2020, but the anticipated start date is provided solely for convenience and is neither certain nor binding. Liquidated damages of $500.00 per day will be assessed for unexcused delay in completion, as further specified in the Contract Documents.
