ISU is requesting an engineering assessment of the current state of the Heat Plant facility. The existing Heat Plant provides steam to 40 buildings on campus for the purpose of occupant comfort, building heat, hot water and many auxiliary uses such as kitchen use, autoclaves and cage washers. The current plant was built in 1947. The plant houses four steam boilers, one of which is no longer useable. Of the three remaining boilers, two have already exceeded their life expectancy and the other boiler is the newest, at 14 years old. The campus has no backup source for the Heat Plant. It serves a highly critical function to the entire campus community. Without a path forward, the University runs the risk of a complete failure of the facility. This Project is intended to provide verifiable insight into the current physical state of the Heat Plant facility, to provide engineering solutions to any identified equipment deficiencies needing immediate action, and to provide a Master Planning document for the facility that will provide a basis for a future Capital Project Request. The State will provide the Design Professional with existing drawings and documentation as the scope of work dictates. Site Visit/Job Walk October 10, 2019 Oral Interviews October 29, 2019 Review by PBFAC November 2019 Negotiate Contract November-December 2019 The State is requesting proposals for complete Engineering Assessment services including current state of the heat plant, recommendations for immediate upgrades, and a master plan for the entire system. The Master Plan is to include a dual fuel/cogen plant at the current location, and two additional locations on campus along with impacts to each location. A total project budget of $99,906 has been established to include the system assessment, a report of the findings with recommendations for any required immediate upgrades, and the creation of a master plan for the campus-wide Steam Plant system. A relatively complete construction cost estimate for anticipated costs will be required for all identified system changes, modifications and upgrades identified in the report. The Division of Public Works will administer the project according to the terms and conditions of the award and State laws and guidelines. The Design Professional will receive general instructions through the State. A Project Manager of the Division of Public Works will be assigned to serve as project manager and liaison between the Agency and the Design Professional The State will attempt to select a firm at the next scheduled Permanent Building Fund Advisory Council meeting. Upon selection of a firm, the State will issue a letter of intent. However, final award is contingent upon the successful negotiation of a contract. The contents of the proposal may be used in a legal contract or agreement. Proposers should be aware that methods and procedures proposed could become contractual obligations. The State reserves the right to reject any or all proposals received as a result of this request. The State may also negotiate separately with any source in any manner necessary to serve the best interests of the State of Idaho. Awards will be made on the basis of proposals resulting from this request and subsequent interviews. The method of contractor selection has not been determined at this time
