This procurement is subject to: Participation goals for MBEs and/or WBEs as required by Local Law 1 of 2013 Apprenticeship Requirements The Cost Estimate Range is: $3,000,000 - $5,000,000 Bid documents are available online for free through NYC Parks' Capital Bid System. If you are already in PASSPort, then you will use the same username and password to log into the Capital Bid Solicitations website. If you do not currently have an NYC ID account, you will be prompted to register for one through the Capital Bids Solicitation website. I. CONSTRUCTION A. GENERAL 1. THE STRUCTURAL DRAWINGS SHALL BE USED IN CONJUNCTION WITH THE OTHER PROJECT DOCUMENTS INCLUDING ARCHITECTURAL, AND CIVIL DRAWINGS. 2. CONTRACTOR SHALL VERIFY AND BE RESPONSIBLE FOR ALL DIMENSIONS AND CONDITIONS AT THE JOB SITE. 3. THE CONTRACTOR IS RESPONSIBLE FOR "MEANS AND METHODS" OF CONSTRUCTION FOR THE COMPLETION OF THE WORK. CONTRACTOR SHALL BE RESPONSIBLE FOR ADEQUATELY BRACING, SHORING, UNDERPINNING, AND PROTECTING ALL WORK (NEW AND EXISTING) DURING CONSTRUCTION AGAINST DAMAGE, BREAKAGE, SETTLEMENT, OR COLLAPSE. BRACING SHORING, AND UNDERPINNING REQUIREMENTS SHALL BE DESIGNED, FABRICATED, AND INSTALLED BY THE CONTRACTOR UNDER THE DIRECTION OF A REGISTERED DESIGN IN NEW YORK STATE. 4. CONTRACTOR SHALL COORDINATE WORK WITH ALL UTILITIES AFFECTED. CONTRACTOR SHALL BE RESPONSIBLE FOR THE PROTECTION OF ALL ADJACENT AREAS AGAINST DAMAGE AND SHALL REPAIR OR PATCH ALL DAMAGED AREAS TO MATCH EXISTING IMPROVEMENTS. 5. THE DESIGN OF THE BOLLARD FOUNDATION IS BASED ON THE AVAILABLE SITE INFORMATION. CONTRACTOR SHALL BE RESPONSIBLE FOR VERIFYING SITE CONDITIONS AND UTILITY LOCATIONS. IF ACTUAL SITE CONDITIONS AND UTILITY LOCATIONS DIFFER FROM THAT SHOWN WITHIN CONTRACT DOCUMENTS OR PROHIBIT THE USE OF ANY DETAILS, THEN THE CONTRACTOR SHALL NOTIFY THE OWNER AND PROVIDE ALTERNATE SOLUTION. 6. CONTRACTOR SHALL KEEP CONSTRUCTION AREA CLEAN AT ALL TIMES AND AT COMPLETION OF WORK, REMOVE ALL SURPLUS MATERIALS, EQUIPMENT AND DEBRIS AND LEAVE THE PREMISES IN A CLEAN CONDITION ACCEPTABLE TO THE OWNER. 7. THE FOLLOWING SHALL BE CONTROLLED INSPECTIONS: o SUBGRADE o CONTROLLED FILL o WELDING o SHORING o CAST IN PLACE CONCRETE o CONCRETE DESIGN MIX o CONCRETE TEST CYLINDERS 8. SEE ARCHITECTURAL DRAWINGS AND SPECIFICATIONS FOR ANY REQUIRED WATER PROOFING AND FINISHES II. DESIGN CRITERIA A. BUILDING CODES 1. THE LATEST VERSION AND AMENDMENTS OF ALL CODES SHALL BE USED. 2. NEW YORK CITY'S BUILDING CODE AND ANY OTHER CODE APPLICABLE TO THIS PROJECT SITE. 3. BUILDING CODE REQUIREMENTS FOR REINFORCED CONCRETE: AMERICAN CONCRETE INSTITUTE (ACI 318) AND LATEST AMENDMENTS. 4. MANUAL OF STEEL CONSTRUCTION, AMERICAN INSTITUTE OF STEEL CONSTRUCTION (AISC). LATEST EDITION AND SUPPLEMENTS. 5. STRUCTURAL WELDING CODE OF THE AMERICAN WELDING SOCIETY: AWS D1.1. 6. EXCEPT AS MODIFIED BY FEDERAL, STATE AND LOCAL CODES, COMPLY WITH THE APPLICABLE PROVISION, REQUIREMENTS, AND RECOMMENDATIONS OF ANSI SAFETY CODES FOR BUILDING CONSTRUCTION AND OSHA FOR SAFETY AND PROTECTION. III. REINFORCED CONCRETE A. SUBMIT CERTIFIED MIX DESIGN. B. ALL CONCRETE SHALL BE NORMAL WEIGHT AIR ENTRAINED CONCRETE AND SHALL HAVE A MINIMUM COMPRESSIVE STRENGTH OF f'c = 4000 PSI AT 28 DAYS, UNLESS OTHERWISE NOTED. C. ALL REINFORCEING STEEL SHALL BE DEFORMED BARS CONFORMING TO ASTM A615 GRADE 60. D. WELDED WIRE MESH SHALL CONFORM TO ASTM A-185. E. REINFORCING BARS SHALL BE DETAILED AND PLACED IN ACCORDANCE WITH ACI MANUAL OF STANDARD PRACTICE (ACI 315) F. REINFORCING DETAIL DRAWINGS SHALL BE SUBMITTED TO THE ENGINEER FOR REVIEW PRIOR TO COMMENCING WORK. G. STAGGERED, CLASS-A TENSION SPLICES SHALL BE ALLOWED FOR SPLICING HORIZONTAL BARS. H. CONCRETE SHALL BE CONVEYED FROM THE MIXER TO FINAL DEPOSIT BY METHODS THAT WILL PREVENT SEPARATION OR LOSS OF MATERIALS. I. CONCRETE SHALL BE THOROUGHLY CONSOLIDATED BY SUITABLE MEANS DURING PLACEMENT AND SHALL BE THOROUGHLY WORKED AROUND REINFORCEMENT AND EMBEDDED FIXTURES AND CORNERS OF FORMS. J. THE CONTRACTOR SHALL FURNISH AND PLACE ALL FORMS AS REQUIRED AND SHALL REMOVE THEM AS DIRECTED. K. ALL FINISHED CONCRETE SHALL BE PROTECTED AND KEPT MOIST CONTINOUSLY FOR THREE DAYS, AS DIRECTED. K. CONCRETE SHALL BE MAINTAINED ABOVE 50 DEG FAHRENHEIT AND IN A MOIST CONDITION FOR AT LEAST (7) DAYS AFTER PLACEMENT. ADEQUATE EQUIPMENT SHALL BE PROVIDED FOR HEATING CONCRETE MATERIALS AND PROTECTING CONCRETE DURING FREEZING OR NEAR FREEZING CONDITIONS. L. CONCRETE TESTING SHALL BE PERFORMED BY AN APPROVED INDEPENDENT TESTING LABORATORY IN ACCORDANCE WITH SECTION C, ARTICLE 5 "TESTING AND INSPECTING MATERIAL" AND IN ACCORDANCE WITH SECTION BC 1704.4 "CONCRETE CONSTRUCTION" IN THE NEW YORK CITY BUILDING CODE. IV. STRUCTURAL STEEL A. STRUCTURAL STEEL PIPES SHALL CONFORM TO ASTM A53 OR GR B. STRUCTURAL STEEL CHANNELS AND PLATES SHALL CONFORM TO ASTM A572 GR 50, UNLESS OTHERWISE NOTED. STEEL PIPES SHALL BE STAINLESS STEEL. B. STRUCTURAL STEEL DETAILING, FABRICATION, AND ERECTION SHALL BE DONE IN ACCORDANCE WITH AISC CODE AND DETAILING MANUAL. C. CONTRACTOR SHALL FURNISH ALL PLATES, CLIP ANGLES, CONNECTIONS, ETC. AS REQUIRED FOR COMPLETION OF THE WORK, EVEN IF SUCH ITEMS ARE NOT EXPLICITLY CALLED FOR ON THE STRUCTURAL DRAWINGS. D. THE STRUCTURAL STEEL CONTRACTOR SHALL PROVIDE ALL NECESSARY TEMPORARY SHORING AND BRACING, IF REQUIRED. E. SUBMIT SHOP DRAWING FOR ALL STEEL MEMBERS WITH FABRICATION AND ERECTION DETAIL TO THE ENGINEER FOR REVIEW PRIOR TO FABRICATION/ERECTION. V. FOUNDATIONS A. ALL FOOTINGS SHALL BE FOUNDED ON UNDISTURBED SOIL. B. IF NOTE V.A. ABOVE IS NOT MET, CAST FOOTINGS ON ENGINEERED FILL PER ASTM D2940 WITH NATURALLY OR ARTIFICIALLY GRADED MIXTURE OF NATURAL OR CRUSHED GRAVEL, BROKEN STONE, AND NATURAL OR CRUSHED SAND WITH AT LEAST 90 PERCENT PASSING A 1-1/2" SIEVE AND NOT MORE THAN 12 PERCENT PASSING A NO. 200 SIEVE. C. ALL SUBGRADES, FILLS AND BACKFILLS SHALL BE PLACED IN UNIFORM LIFTS, NOT TO EXCEED 8" LOOSE MEASUREMENT AND, COMPACTED TO 95% OF MAXIMUM DENSITY AT OPTIMUM MOISTURE CONTENT (ASTM D 1557) OR EQUIVALENT. D. FILL AND BACKFILL MATERIALS, AND SHOULD HAVE A MAXIMUM PARTICLE SIZE NO GREATER THAN 4" IT SHALL CONTAIN NO MORE THAN 15% BY DRYWEIGHT PASSING THE 200 SIEVE. E. EXCAVATED FILL, IF MEETING THE ABOVE REQUIREMENTS, AFTER MIXING, BLENDING, AND AERATION COULD BE REUSED AS BACKFILL MATERIAL. THE SUITABILITY OF THE ONSITE SOILS COULD BE DETERMINED THROUGH THE USE OF TEST PITS PRIOR TO CONSTRUCTION. F. NO FOOTING OR SLABS SHALL BE PLACED INTO OR AGAINST SUBGRADES CONTAINING FREE WATER. PROVIDE QUALITY CONTROL AND TESTING OF THE MATERIALS OF THE SUBGRADE AND FILL LAYERS BY A QUALIFIED SOIL TESTING LABORATORY. G. ALL EXCAVATION SHALL BE UNCLASSIFIED AND SHALL COMPRISE AND INCLUDE THE SATISFACTORY REMOVAL AND DISPOSAL OF ALL MATERIALS ENCOUNTERED REGARDLESS OF THE MATERIALS AND SHALL BE UNDERSTOOD TO INCLUDE BUT NOT LIMITED TO ROCK, SHALE, EARTH, HARD PAN, FILL, FOUNDATIONS, PAVEMENTS, CURBS, PIPING, DEBRIS, AND BOULDERS, OR AS REQUIRED BY NYC PARKS STANDARD SPECIFICATION FOR UNCLASSIFIED EXCAVATION. H. THE EXCAVATION SHALL BE KEPT DRY AT ALL TIMES. GROUND WATER, IF ENCOUNTERED SHALL BE PUMPED FROM THE EXCAVATION. I. AT ENDS AND CORNERS OF FOUNDATION, EXTEND ALL BARS TO FAR FACE OF CONCRETE AND PROVIDE HORIZONTAL STANDARD LENGTH HOOK WITH 2" COVER. J. WHERE A CONSTRUCTION JOINT IS TO BE MADE, THE SURFACE OF THE CONCRETE SHALL BE THOROUGHLY CLEANED AND ALL LAITANCE AND STANDING WATER REMOVED. K. CONTRACTOR TO SUBMIT CONSTRUCTION JOINT LOCATIONS AND POUR SEQUENCE TO ENGINEER OF RECORD FOR APPROVAL. L. PREFORMED EXPANSION JOINT SHALL BE 1/4 IN TO 1/2 IN NON-EXTRUDING, AND SHALL BE TYPE I, SPONGE RUBBER, CONFORMING TO ASTM DESIGNATION D 1752 WHERE USED IN STRUCTURES. M. WHERE A BOLLARD FOUNDATION ABUTS A GATE FOUNDATION, FOUNDATIONS NEED NOT BE STRUCTURALLY TIED UNLESS BOLLARD FOUNDATION IS LESS THAN 10'-0" LONG, IN WHICH CASE BOTH FOUNDATIONS SHALL BE TIED USING INFORMATION PROVIDED ON 10/S501.00 AND 11/S501.0
