The North Country Housing Council, acting on behalf of St. Lawrence County as its sub-recipient, is accepting proposals for Lead Hazard testing, evaluation and clearance inspection services for its federally funded housing rehabilitation programs. All homes being assessed through the SLC LEAD program, built before 1978 will require lead paint testing of surfaces to be disturbed for rehabilitation, a risk assessment performed on the entire dwelling, and at least one clearance evaluation performed for the entire dwelling. Proposals should contain: a fixed unit price for each lead risk assessment and a separate fixed unit price for each lead clearance test performed; the firms qualifications and relevant experience in performing lead hazard evaluation and clearance inspection services; evidence of general liability, workman compensation and errors-and-omission insurance with specific coverage for lead; description of work to be performed including time table, response to request timeframe, method of testing, and turnaround time for lab results; and content of reports. All work must comply with the requirements of Title X of the Housing and Community Development Act of 1992. Proposals will be evaluated according to price, qualifications, and minimum standards for lead hazard professionals. The contractor will ensure that to the greatest extent of feasibility opportunities for training and employment arising in connection with this LEAD Grant project will be extended to lower income project area residents. Further the contractor will, to the greatest feasible, utilize business concerns located in or substantially owned by residents of the project area, in the award of contracts and purchase of services and supplies.
