Project elements include replacement of the trunk line and replacement / rehabilitation of associated drainage structures. Project elements include collection and conveyance improvements in the surrounding tributary drainage area through water quality improvements, flow reduction and flow mitigation measures. This project is identified as a synergy project with focused coordination efforts for the design of improvements to other utilities and transportation infrastructure in and adjacent to Newport Ave. This arterial is heavily traveled and coordinating the design of comprehensive corridor improvements is intended to facilitate concurrent construction to maximize economy of scale and minimize future construction disruptions. Project is included City of Bend FY 2022-2026 CIP Page 350 ___________________________________________________________________________ As of October 2020, this project is still in the Pre-Construction phase. A construction manager has been selected. Bidding should be available for this project in November 2020 with a March 2021 start date. *The previous solicitation is listed below for reference. --- The City of Bend, Oregon requests proposals from Construction Manager/General Contractor (CM/GC) firms to provide CM/GC services for pre-construction and construction of the Newport Corridor Improvements Project - 1RNPR, formerly known as the Newport Pipe Replacement project. The project consists of replacing the failing storm drain system along Newport Ave from College Way to 9th St and continuing down Nashville Ave to the Deschutes River. As a City Synergy project, work will also consist of repairing, replacing or upgrading all insufficient or potentially insufficient infrastructure within the project corridor, including the water and sanitary sewer systems. In addition, drainage infra structure improvements within the South Awbrey drainage basin, identified and prioritized in the South Awbrey Drainage Study - Final Improvement Plan, 2017, will be designed and are anticipated to be constructed under this project, contingent upon funding priorities. Proposals must be physically received by the City at the location listed below by the deadline. The outside of the envelope or box containing the proposals shall include the proposers name and be marked: "Newport Corridor Improvements Project - Solicitation #20- 3504". The project is funded in part by the Clean Water State Revolving Fund, administered through Oregon Department of Environmental Quality. The project is subject to Oregon prevailing wage laws and the Federal Davis-Bacon Act and the higher of the two prevailing wages will be required to be paid. Proposers responding to this RFP do so solely at their own expense, and the City is not responsible for any potential proposer's expenses associated with the RFP. No Proposal shall be considered unless the Construction Manager/General Contractor is properly registered with the Construction Contractors Board and licensed in Oregon for the type of work to be performed. The City of Bend reserves the right to: 1) reject any or all proposal not in compliance with public solicitation procedures and requirements and other applicable law, 2) reject any or all proposals in whole or in part or cancel the RFP when the cancellation or rejection is in the best interest of the City, 3) select Contractor on the basis of the proposals or to conduct interviews with the highest qualified proposers after scoring, 4) seek clarifications of any or all proposals, and 5) to select the proposal which appears to be in the best interest of the City.
