Site work and new construction of a mixed-use development in San Diego, California. Design plans call for the construction of a transportation facility; and for site work for a transportation facility.

The San Diego Association of Governments (SANDAG) released a report detailing plans to improve transit to and from the San Diego International Airport. Four separate options are outlined and range in cost from $1.8 billion to $4.7 billion. Officials are in favor of the most expensive option: building a multi-level Grand Central Station and an underground people mover connecting to the airport. Cost estimates range from $3.9 billion to $4.7 billion to develop the concept. The station would sit on Navy property north of the airport. The underground people mover would run 80 feet below ground and take travelers directly to the airport via a one-mile tunnel. The other options under consideration include an elevated people mover from the Navy property, an elevated people mover from the proposed transit hub near the Rental Car Center, and an extension of the existing trolley system. Officials will also explore potential funding sources, including federal grants. As of June 7, 2022, the project is being proposed. The project is in the community input phase. A draft environmental impact statement assessing all five alternatives on the NAVWAR OTC redevelopment proposal is out for public review. A timeline for design and construction has not been determined. The Navy will formally start its environmental analysis. Officials will also explore potential funding sources, including federal grants. ALTERNATIVE 1 o Navy-only redevelopment of NAVWAR facilities would occur by phasing construction projects over five years. This alternative would not involve mixed-use development or a transit center on OTC. o NAVWAR operations would be consolidated into two of the existing 310,000-square-foot buildings on OTC Site 1. No additional demolition or construction would occur on OTC Site 2. o On-site utilities would be repaired or upgraded. o Security and anti-terrorism force protection upgrades would occur, including entry control point and circulation improvements. ALTERNATIVE 4 o10,000 residential units. o 2,058,750 square feet of commercial space. o Two hotels with 450 total rooms. o 433,750 square feet of retail space. o 109 buildings: two low-rise, 19 low to mid-rise, 51 mid-rise, 35 high-rise, two standalone parking structures. o Tallest buildings up to 350 feet, approximately 32 floors. o On-site transit facility at OTC Site 1.
