One Brooklyn Health System is soliciting proposals for Architectural/Engineering (A/E) services to provide full Architectural, MEP and Structural Design Services for the Behavioral Health Unit at Brookdale Hospital and Medical Center (BHMC). The scope of the project includes the design and full gut renovation of two (2) existing medical acute care inpatient nursing units to be transformed into two (2) adult, inpatient behavioral health units. The two new units will provide mental and behavioral health services for the surrounding community within a safe, therapeutic and restorative space to receive treatment for mental health issues at the inpatient treatment level. The scope of the project includes the design and full gut renovation of two(2)existing medical acute care inpatient nursing unitsto be transformed into(2) adult, inpatient behavioral health units. The two new units, located on the 5th and 6thfloors of the Aaron Pavilion,will provide mental and behavioral health services for the surrounding community with in a safe, therapeutic and restorative space to receive treatment for mental health issues at the inpatient treatment level. This project is contained within a "plan of corrections" resulting from a 2018 Patient and Staff Safety Risk Assessment. The timing of the project intends to be in accordance with the regulatory schedule. The goal of the project is to provide a safer and improved therapeutic environment of care for the adult inpatient program at Brookdale Hospital. The unit will be an adult inpatient unit for patients with a variety of diagnosis.Each unithas a total bed capacity of twenty-nine (29)beds (14 double occupancy rooms and 1 single ADA room)for approximately 12,310 DGSF on each floor.A preliminary space program is provided within this document. The units shall be designed to be a high-level ligature resistant environment that also incorporates barricade resistant strategies at the patient entry room doors. The patient shower and toilet rooms are en-room suite with ligature resistant fixtures and accessories.The patient toilet room location has thoughtful consideration of the sight lines from the patient room entry door to prevent any hidden corners inside the patient room. The inpatient unit configuration has been designed to support appropriate adjacency and zoning of the patient activities, sally port primary entrance, staff observation sight lines, on-stage and off stage staff separationand daylight to enhance thenatural setting at the social and group areas. The unit is defined by three distinct zones: 1) a patient bedroom zone, 2) an activity /program zone and 3) staff and support zone. The activity / program zone is clustered around the central nursing cores, creating forthe opportunity for direct staff supervision during the day program and activity zones. This includes an open activity area centrally located with borrowed light from the group, dining and consult spaces located around the perimeter of the area. The primary staff unit is located with good line of sight down the patient bedroom corridor adjacent to the primary unit entrance and direct supervision of the day program zone. The strategic placement of the staff stations is to provide good visibility of the unit and quick access to the patient day program spaces. To help reduce elopement risk,and provide enhanced control for arriving visitors and support services, the unit'sprimary entry point is designed as a sally port (interlocking door vestibule) condition. The doors are controlled by access controls. The size of the sally port shall permit the movement of a medical bedor stretcher while the interlocking doors are in operation. The support spaces, such as cleansupplies, soilhold, janitorial, nutrition, dietary and staff offices and lounges are located to allow immediate access from the unit's main entrance into a staff secure off-stage zone to allow these staff functions to occur without being inside a patient zone. The existing HVAC units on the roof will need to be evaluated,and if necessary, replaced. Due to the new layout existing vertical duct shafts have to be relocated. Bathroom plumbing will need to conform to the new layout; vents and risers will need to be relocated. Existing Medical gas system will need to be evaluatedto be cutback and relocated as needed. Electrical capacity and load assessment to be performed. As an add alternate, providean investigation reportandscope toreplace the existing roofing and coping, and there pairs to the existing parapetwall(including the roof over the existing stairwell). The scope of work for A/E services required is described in this document. The selected A/E firm will assume full responsibility for the design documents, which may require specialized consultantsfor such systems as IT, Equipment, and Security Systems,will be managed as an integral part of A/E's project organization. a) A kickoff meeting shall be conducted with OBHS Capital Program Management and Brookdale Hospital Facilities Management to clearly establish and review deliverables, schedule, budgets, phasing and communication. b) The A/E consultant shall develop a thorough understanding of the project, and its systems and equipment involved by performing a design audit, first reviewing all existing documents; conducting field investigations by surveyingand comprehensively identifying all existing pertinent conditions. All findingsnoted during the survey phase should be detailed in an assessment report (Basis of Design Schematic Design Submission). OBHS will provide As-Built Architectural Floor Plan drawings on AutoCAD prior to commencement of the survey phase. c)The A/E consultant shall interview the building engineering, EH&S staff, and facility personnel responsible for the operation and maintenance of the HVAC, Electrical and Plumbing equipment. New Architectural finishes and furniture will be as per OBH Designstandards, and will be given at the beginning of the RFP process. d)The A/E consultant shall perform cursory surveys of existing Building Systems (MEP, fire protection). The following MEP systems shall be reviewedby the A/E consultant: a.Electrical Power for lighting, and HVAC units b.Mechanical Systems c.Fire Protection Systems (sprinklerand fire alarm) d.Plumbing Systems (demolition and new fixtures) e.Structural (Unistrut Ceiling Supports, Table Mounts, Trench for wiring Raceways and Verify Floor loading Capacity) f.Locksmith for locking devises and keying g.Anti-ligature Fixtures per OMH Guidelines e)OBHS will retain a professional expeditor for (filing documentation with NYC DOB and FDNY) who shall perform a record search with both the NYC DOB and FDNY to determine exact Occupancy Certifications and any current outstanding violations. f)The A/E consultant shall conduct a code review of all fire and life safety codes that apply to the medical center, based on current occupancy and permitted use.Consultant shall coordinate theirdesign of the fire alarm scope with on-going, campus-wide, fire alarm system upgrade. g)The A/E consultant shall assist in the Construction Bid Process Phase as follows:oAssist in the bid process by answering and clarifying all contractor andvendor questions during the pre-bid site walk through with pre-qualified vendors/contractors. Address contract document clarifications, questions and RFI's during the pre-construction phase. Analyze and study all bids and submit a technical recommendation to OBHS. Meet with OBHS during the low bidder conference.h)Upon completion of the Construction Bid Phase; the A/E consultant will commence the Construction Administration (CA) Phase. The CA phase shall include the following services: Attend bi-weekly construction meetings held by Owner. Review and respond to contractor RFI's within 5 business days of receipt. Review and take appropriate action (within 10 business days) on contractor's submittals such as shop drawings, product data and samplesincluding the installation methodology chosen by the contractor. Review potential change-orders and make written response within 3 business days. Make periodic field visits at appropriate stage of construction (25%; 50%;75% and 90%) to review progress and to determine in general if the work is being performed in accordance with the construction documents and issue field reports as required. Prepare and issue punch list at the 90% construction completion phase. Review and make recommendations to the Contractor's Requisition for Payment on a monthly basis for the work completed. a.Project Close-Out Assist professional expeditor with all DOB Close-out documentation and deliver final close out letter(s) to STV/BHMC. Prepare Record (As-built) Drawings upon project completion. Your firm has been identified as a candidate with qualifications to provide the appropriate A/E services. The purpose of this RFPis to provide the detailsof the A/E services required for this project and establish the basis of the contract agreement between OBHSand A/E service provider. Although unforeseen circumstances may require departures from this directive, any scope deviations require prior writtenapproval or direction from OBHS. Upon submission of the feasibility study report, the project design process will be paused until such time that OBHS approves the project to proceed to full design. The construction budget for this project has been estimated at approximately$15,000,000.00 NYS-DOH: This project shall require a Full Review, OMH Application for Prior Approval Review and A/E certification letter and plan for patient safetyNYC-DOB: This project will be a self-certified by the architectural and engineering firm.Summarized below are elements of work identified during the concept phase of this project. The elements of work listedare byno means a restriction to the full scope of this project.A/E firm is responsible to produce a complete code analysis and to fully identify, document, and address all project's elements of work during the feasibility study phase.
