TIMELINE: The Municipality of Saint-Pierre-les-Becquets is requesting bids for the work described above. They must be presented in a sealed envelope bearing the title of the project and the name of the tenderer must be clearly identified. This project is carried out within the framework of the PRIMEAU water infrastructure program. Any questions must be sent by email at least ten (10) days before the submission of bids. To be considered, any tender must be accompanied by a tender guarantee as described in article 3.4 of the Notice to tenderers of standard 1809-900-II / 2019. The tender, the guarantee to accompany it as well as all other documents to be provided will be deemed valid for a period of 90 days. The tenderer must take this obligation into account when having others complete the documents in question. Only sureties issued by companies holding an insurer license in Canada will be accepted under the terms of the tender document. Only tenders presented by contractors who have ordered the tender documents under the same name as that under which they tender will be considered. In the case of a consortium, this requirement is considered to be met when each of the parties has obtained said documents. Only bids from contractors having an establishment in Quebec or, when an intergovernmental market liberalization agreement is applicable, in a province or territory covered by this agreement will be considered. Contractors must hold the license required under the Building Act (LRQ cB-1.1). To facilitate the analysis of submissions related to Covid-19, in addition to the original, a hard copy of the submission must be provided, as well as in electronic form in PDF format on a USB key included in the envelope. The tenderer is aware of the government measures and the economic context in force in connection with the Covid-19 epidemic on the day of submission of his tender. It will therefore not be possible for him to invoke them as a case of force majeure in order to evade his obligations. The fact remains that additional government measures or new events relating to force majeure, that is to say an unforeseeable and irresistible event, may occur after the award of the contract and thus affect the performance of obligations. In such a case, the successful tenderer must, without delay, send a written notice to the Municipality in order to inform it of the circumstances invoked and the possible consequences on the execution of the contract. If applicable, the Municipality of Saint-Pierre-les-Becquets and the successful tenderer must negotiate in good faith in order to agree on all reasonable provisions to review the terms of the contract and the performance of obligations, in compliance with the legal framework applicable to municipal contractual management in the circumstances. The Municipality of Saint-Pierre-les-Becquets does not undertake to accept either the lowest or any of the tenders presented, nor to incur any costs, nor any obligation of any kind towards the tenderer (s) and reserves the right to override a minor irregularity in the case of the lowest bid. Bid bond 10% is required. Performance bond and materials and services of each corresponding 50% is required.
