This requirement is 100% set-aside to Small Disabled Veteran Owned Small Business (SDVOSB) firms. This Announcement is Not a Request for Proposal; No Solicitation Package Will Be Issued Until After an Evaluation Has Been Made on the Provided SF-330s. The SF-330 can be downloaded through the GSA Forms Library at: http://www.gsa.gov/portal/forms/type/TOP, scroll down to locate and click on the SF-330 hyperlink entitled, Architect-Engineer Qualifications. The Architectural/Engineering (A/E) Firm shall provide complete design services (preliminary concepts and layouts, investigative services, preparation of contract drawings and specifications, cost estimating services, and construction period services) for the Renovate 2ND Floor Rome CBOC for the Patient Aligned Care Team (PACT) model, Project Number 528A7-20-705 for the Rome VA Community Based Outpatient Clinic (CBOC). The area of consideration is restricted to firms with offices and key personnel to be assigned to the design located within a 300-mile radius of the Rome CBOC site as indicated by a mapquest.com driving directions search from the prime designer s main or satellite office address to the project site. Written questions pertaining to this requirement should be submitted no later than 4:00 PM. Eastern Daylight Time (EDT), November 18, 2019. The purpose of this project is to provide complete design and detailing services for the following: A Reclaim/renovate building area that has been abandoned for two decades. A Follow 2019 space study design development plan for the construction areas but develop more specific plan detail. A Meet with VA service groups related to the construction area. A Develop construction sequence/phasing required. A Develop construction rules/guidelines that allows for undisrupted medical services. A Create complete drawings and specifications. A Provide construction cost estimates. A Provide bidding and construction phase services. The project design shall include the following: 1) Reclaim/renovate building area that includes the following: a) Mechanical penthouse above 2ND floor east wing has empty area for a new Heating Ventilating and Air Conditioning (HVAC) unit. b) Existing 2ND floor west wing has been abandoned for two decades, and currently has no HVAC or sprinklers. Demolition is expected to be complete (ceilings, partitions, HVAC, plumbing, electrical...). Renovation aligns Primary Care with the PACT model. c) Existing 1ST renovations include changing elevator door location to satisfy final overall space plan, along with corridor to access for new elevator door. 2) Follow 2019 space study design development plan: a) See the three graphic pages at the end of this document for plan graphics, and rough/general project area has perimeter line indicated as Phase 1 by the space study. Penthouse above 2ND floor east wing is also within project area. b) Space plan narrative will be provided to the architect selected, and the table of contents is included as the last page of this document. c) Architect shall develop the plan layout including the following: i) Use architectural expertise to adjust the space layout, and present reasons. The following are examples: 528A7-20-705 Renovate 2ND Floor Rome CBOC for PACT (1) Move occupied rooms to existing window locations and avoid locating unoccupied rooms at window locations. (2) Define where floor penetrations are not desired by the structure and adjust room layout to avoid penetrations. d) Architect shall follow the space study narrative, so the complete future facility has consistency. 3) Meet with VA service groups related to the construction area: a) Meet and enhance design development in space study, before starting drawings. b) Meet and present revisions at each percent review submittal. 4) Develop construction sequence/phasing: a) The area at the 1ST floor elevator work and corridor require sequence/phasing. b) Other areas may require sequence/phasing, and work outside the renovation area. c) Incorporate sequence/phasing into drawings and specifications. 5) Develop construction rules/guidelines that allows for undisrupted medical services and include the following: a) Penetrations through floors, and construction work below the floors shall be performed after business hours. b) Work that generates noise disturbing medical services shall be performed after business hours, or construction methods that generate acceptable noise shall be used. c) Infection Control Risk Assessment (ICRA). d) Develop other rules/guidelines and incorporate them into drawings and specifications. 6) Create complete drawings and specifications: Drawings shall include: Abatement of asbestos and other hazardous materials, Demolition, Architectural, Structural, HVAC, Plumbing, Electrical, Fire Protection and other disciplines. 7) Provide construction cost estimates: At each percent review provide an updated construction cost estimate and verify construction costs are under the defined budget. 8) Provide bidding and construction phase services including: Shop drawing review, submittal review, replies to Requests for Information (RFIs), solutions at field interferences, preparation of modification drawings, review of testing agency data, review of construction costs and other construction phase services. 9) Use A/E design expertise to identify, develop, design and detail the construction/renovation areas to meet the requirements of the VA service groups, VA standards and the standards of the industry. Investigation, design and detailing services shall include, but are not limited to, the following: A. Prepare construction contract documents: Scaled drawings and specifications for area of work. B. Prepare designs that satisfy the most current requirements of all regulatory and common design guide agencies including the following: International Building Code (IBC), Americans Disability Act (ADA), American Society of Civil Engineers (ASCE), American Concrete Institute (ACI), American Association of State Highway and Transportation Officials (AASHTO), Occupational Safety and Health Administration (OSHA), National Fire Prevention Association (NFPA), Veterans Affairs - Technical Information Library (VA-TIL) and other regulatory and common design guide agencies.. Investigation, design and detailing services shall include, but are not limited to, the following: Prepare construction contract documents: Scaled drawings and specifications for area of work. B. Prepare designs that satisfy the most current requirements of all regulatory and common design guide agencies including the following: International Building Code (IBC), Americans Disability Act (ADA), American Society of Civil Engineers (ASCE), American Concrete Institute (ACI), American Association of State Highway and Transportation Officials (AASHTO), Occupational Safety and Health Administration (OSHA), National Fire Prevention Association (NFPA), Veterans Affairs - Technical Information Library (VA-TIL) and other regulatory and common design guide agencies. C. Perform structural and civil investigation of the existing facility, including a complete site investigation, to verify existing conditions as they pertain to this project and all disciplines. Design service shall include but are not limited to the following: Provide complete working drawings, specifications, and detailed construction cost estimates at each % review threshold. Prior to design, meet with VA staff to clarify scope of work, and to gather information via charrette. Design services shall also include infection control design, in compliance with the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) Environment of Care Standards. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range.
