Renovation of a municipal facility in South Plainfield, New Jersey. Completed plans call for the renovation of a municipal facility.

Furnishing of the hereinafter described labor,material and equipment for Proposed Window Replacements, Franklin Elementary School, 1000 Franklin Ave., Kennedy Elementary School, 2900 Norwood Ave.,Riley Elementary School, 100 Morris Ave., and Grant Elementary School, 305 Cromwell Place,South Plainfield, NJ 07080 Bids to be received for this work shall be Combined/Lump Sum Bids for all the work required. All bids must conform to the Plans and Project Manual. Bids must be made on standard bid forms in the manner designated by the Project Manual, must be enclosed in sealed envelopes bearing the name and address of the bidder, the contract being bid, and Bid #02-20 on the outside thereof,addressed to Owner and shall be delivered in person to the Owner. Owner will not be responsible for bids sent by mail,delivery service or other third parties. Bid documents may be examined at the office of Potter Architects, LLC, 410 Colonial Avenue, Union, New Jersey 07083, during business hours. A copy thereof may be procured in person only at the Architects office for the purpose of bidding. Bidders shall notify the Architect in advance prior to obtaining bid documents (Plans and Project Manual) by calling Potter Architects, LLC(908-686-2547). Each bid shall be accompanied by the following: 1.Guarantee payable to the South Plainfield Board of Education that bidder, if awarded a contract,will enter into said contract. Guarantee shall be in the amount of 10% of the bid, but not in excess of $20,000.00 and may be in the form of an unconditional certified check, cashiers check or Bid Bond, as per NJSA 18A:18A-24.Such bid guarantee serves as a guarantee that, should a Bidders bid be accepted, the Bidder will execute and comply with the Contract. Within ten (10 Days after delivery to the District of a Contract executed by the selected Bidder, together with all other items that may be required to be submitted therewith, the District shall return the Bid guarantee to each unsuccessful Bidder. If the selected Bidder fails to execute the Contract or to provide all guarantees, insurance and other items required, the funds represented by such Bidder's Bid guarantee shall be released to the District and become and remain the property of the District. Delivery of the Bid guarantee constitutes the Agreement of the Bidder and the surety or other entity that issued the Bid guarantee that such amount shall be released to the District in such event.All Bid guarantees must be issued by a surety licensed to issue such guarantees in the State of New Jersey, and must be acceptable to the District. Certified or cashiers checks shall be drawn on a state or national bank rated A by at least two nationally recognized agencies. Checks shall be made payable to the District. 2.Bidders must include a Certificate(Consent of Surety)from a surety company stating that it will provide the Bidder with a Performance Bond, Labor and Material Payment Bond,and Maintenance Bond in such sum and form as is required in the Specifications 3. Affidavit showing Notice of Classification in accordance with the standards of and by the New Jersey Department of the Treasury Division of Property Management and Construction,for bids $20,000 and over, for prime Bidders and all subcontractors as noted below,dated prior to the date that Bids are received. Bid proposals for the above work will be received from bidders registered with the Division of Revenue and Department of Labor, and must include Notices of Classification from the Department of Treasury, Division of Property Management and Construction as follows: DPMC Classification -Prime Bidder:General Contractor shall serve as the Prime Bidder/General Contractor, with a DPMC Classification of General Construction (C008),or General Construction Alterations& Additions(C009), or Windows (C012),who will also be required to have the following DPMC Specialty Trades in house, or to engage a DPMC Specialty Trades Subcontractor classified in the following: DPMC Specialty Trades (In-house or Subcontractors):Asbestos Removal / Treatment (C092) Any Painting, Electrical, or other work is considered incidental, and therefore, DPMC Classification in those trades is not required. 4.A statement setting forth the names and addresses of all stockholders owning 10% or more of the stock in the case of a corporation, or 10% or greater interest in the case of a partnership, or acknowledgment that no person or entity has 10% or greater proprietary interest in the Bidder.5. Other documentation as outlined in the bid documents. Addendum may be issued by the Owner in accordance with the Project Manual up to seven (7) business days prior to receipt of Bids.Bidders are notified that they must comply with the provisions of N.J.S.A. 34:11-56.37 and 34:11-56.38 et seq. (Wages on Public Works) and that the contract to be awarded in the case shall contain a stipulation that the wage rate that must be paid to workmen employed in the performance of the contracts shall not be less than the prevailing wage rate as determined by the Commissioner of the Department of Labor and Industry of the State of New Jersey.Bidders are notified that they must comply with the provisions of P.L. 1999, c.238 (The Public Works Contractor Registration Act), which became effective on April 11, 2000, and P.L. 2004, c.57 (Business Registration of Public Contractors) which became effective on September 1, 2004. Bidders are notified that they must comply with the provisions of N.J.S.A. 52:31-1 to 52:33-4, the statutes on the use of domestic materials on public work. Bidders are notified that the Owner is an exempt organization under the provisions of the New Jersey State Sales and Use Tax (N.J.S.A. 54:32B-1 et. seq.) and is not required to pay sales tax.Bidders are notified that they are required to comply with all rules and regulations and orders promulgated by the State Treasurer pursuant to N.J.S.A. 10:5-31 et. seq. and with all provisions of N.J.S.A. 10:2-1 through 10:2-4 (Affirmative Action), and N.J.A.C. 17:27. No Bidder may withdraw his Bid for a period of sixty (60) days after the date set for the opening thereof. The Owner reserves the right to consider the Bids for sixty (60) days after receipt thereof, and further reserves the right to reject any and all Bids and to waive any informalities in any Bid or Bids, and to make such awards as may be in the best interest of the Owner, pursuant to applicable law State Project No's : 4910-060-17-1000 4910-055-17-10000 4910-058-17-8000 4910-070-17-8000. Bid documents may be examined at the office of Potter Architects, LLC, 410 Colonial Avenue, Union, New Jersey 07083, during business hours. A copy thereof may be procured in person only on or after October 25, 2019, at the Architect's office for the purpose of bidding. Bidders shall notify the Architect in advance prior to obtaining bid documents (Plans and Project Manual) by calling Potter Architects, LLC (908-686-2547). Bid documents will not be mailed. Cash or check to the order of said Architect in the sum of $100 (CD) or $200 (hard copy) is required, which is non-refundable. Neither Owner nor Architect assumes any responsibility for errors, omissions, or misinterpretations resulting from the use of incomplete sets of bid documents, or copies of bid documents obtained in electronic media form, internet plan rooms or other internet plan sites, or copies of bid documents obtained from any source other than the Architect's Office.
