Site work and new construction of a multi-residential development in Upton, Massachusetts. Conceptual plans call for the construction of a multi-residential development; and for site work for a multi-residential development.

The Town of Upton, Massachusetts is issuing a Request for Qualifications from qualified vendors with demonstrated experience to design and develop a mixed-use project within the town center. The Town of Upton currently has an opportunity to reimagine and revitalize the Town Center. The Town desires a mixed-use redevelopment that will be part of the town center vision and will address the residential needs of an ~8,000 and growing population. Two town owned parcels in Upton's Central Business District are available for redevelopment with possibilities for ground floor retail space, housing, office, parking, or combinations thereof. The town parcels contain approximately 11,000 and 9,000 square feet respectively. At the November 5th Special Town Meeting the Town of Upton will look to create a new zoning designation for the downtown to allow for mixed use development permitting higher density, smaller setbacks, fewer required parking spaces and an expanded table of uses. Route 140 is scheduled to be resurfaced by MassDOT. This project could involve transformative improvements to intersections and sidewalks in the Center. The town desires a quality project that meets the following objectives identified in the Town Center Vision: o Create economically viable, high quality retail at this important corner consistent with identified economic development goals. o Promote an active pedestrian environment. o Pursue opportunities for partnerships with adjoining property owners if partnering results in a superior project. o Optimize overall monetary return and tax revenue to the Town while achieving established public objectives. Promote the goals and polices of the Town Center Vision Plan and the strategies of the plan To catalyze economic development and revitalization in the downtown. Additional Property Profiles Two adjoining private property owners (approximately 27,000 square feet and 11,000 square feet) have expressed an interest in participating in redevelopment. Although these owners are responsible for representing their own interests, they have provided the Town with their preliminary development considerations and associated purchase price consideration by potential developers. Statements of Qualifications (SOQ) Qualified developers must have significant mixed-use experience and a demonstrated ability to develop successful, high quality retail. Qualified developers will have experience working in public/private partnerships and working effectively with community groups. SOQ shall include the following. 3 | P a g e 1. Cover Letter / Executive Summary: Cover letter or executive summary outlining your interest, qualifications and capabilities to complete the work outlined in the RFQ. This should be limited to no more than two pages. Include: o Primary point of contact, including name, title, address, phone number and email o General overview of your basis of interest and intended use for the available properties 2. Firm Overview: Provide your company history and overview, including: Firm background Overview of firm staffing Annual volume for the last three years and a copy of your firm's most recent audited financial statement (will remain confidential) List of current projects (underway and in planning) Copy of your current business license for work in Massachusetts 3. Relevant Experience: Provide an overview of your firm's relevant experience in the last ten (10) years. Relevant projects are considered those that are similar in size, cost, complexity and uniqueness. Preference will be given to projects in Massachusetts and greater New England. Include: Client name, project name and location Brief description of the project Description of your firm's role in the project Cost Schedule Architect and Construction Manager firm names (if applicable) Owner reference (including name, title, phone number and email) 4. Terminations & Legal Proceedings: Provide a complete listing of each and every project on which the respondent firm was terminated or failed to complete the work within the past five (5) years; and the second part requires a complete listing of any conviction or fines incurred by the respondent firm or any of its principals for violations of any state or federal law within the past five (5) years and a complete list of any and all legal proceedings, administrative proceedings and arbitration whether currently pending or concluded within the past five (5) years that involved a development/construction project or a development/construction contract in which the respondent firm was a named party.
