A firm timeline for construction has not been disclosed. *The closed solicitation has been included below for reference: New Jersey Transit Corporation (NJ TRANSIT) is requesting proposals from qualified Consulting firms to provide Concept Design, Preliminary Design Engineering, Final Design Engineering, and Construction Assistance Services related to the development of a New Northern Bus Maintenance Facility situated within the northern part of the State. NJ TRANSIT is in search of a suitable site and the precise location of the facility is yet to be determined. NJ TRANSIT intends to enter in to this Contract with a phased approach and will divide the service requirements into various phases as described below: Phase IA - Conceptual Design (up to 10%) Phase IB - Preliminary Design/Engineering (10% to 30% to support environmental approvals) Phase II - Final Design/Engineering (30% -100% & Bid Phase Services) Phase III - Construction Assistance Services Phase IV - Owners Representative Services As a result of this RFP. NJ Transit will enter into Contract for Phase IA. NJ TRANSIT will prepare separate detailed scope of services within the spirit of the original intent outlined in the RFP for each subsequent phase if and when NJ TRANSIT decides to engage the selected Proposer for optional services advertised in this initial solicitation. NJ TRANSIT also intends to keep the procurement options for the construction contract open and may elect to use either the Design-Bid-Build (DBB) or Design/Build (DB) method of procurement for construction of the New Northern Bus Maintenance Facility. NJ TRANSIT will solicit the Design/Build Services contract separate from this RFP, if and when so decided. For sole purpose of this RFP, NJ TRANSIT is assuming a Design-Bid-Build (DBB) method of procurement.

NJ TRANSIT is requesting Proposals from firms with the intention of awarding a contract to the organization(s) whose qualifications and Proposal offers the best value to NJ TRANSIT. NJ TRANSIT may not award a Contract unless the Consultant has a valid Business Registration certificate issued by the Division of Revenue and Enterprise Services within the Department of the Treasury as required by N.J.S.A. 52:32-44. In addition, Subconsultants shall not engage in the performance of any work under this Contract without a valid Business Registration certificate. The successful Proposer will be required to comply with the requirements of N.J.S.A. 10:5-31 et sea, and N.J.A.C. 17:27 et sea, regarding Equal Employment Opportunity Laws and Regulations. Disadvantaged Business Enterprises, in accordance with the Department of Transportation (DOT) Regulations 49 C.F.R., Part 26, shall have the maximum opportunity to participate in the performance of this contract. This is a Race Neutral project for Phase IA only. DBE goals will be established for each subsequent phase at a later date if and when NJ TRANSIT decides to proceed further with this project. All bids, proposals, contracts, laws and related documentation will be subject to the financial assistance contract between the project sponsor and the U.S. Department of Transportation, under the Federal Transit Act of 1964, as amended, based upon availability of funds.
