Site work and renovation of a civil project in Sacramento, California. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

CONTRACTOR'S CALIFORNIA LICENSE AND/OR CLASS REQUIRED: Class "A"-General Engineering In general, the work to be performed under this contract includes the furnishing of all labor, materials, professional services, and equipment to Fabricate and Install stainless steel grating and handrail in sixteen (16) locations (eight (8) in upstream wetwell and eight (8) in downstream wetwell) on stainless steel support framing and ledgers. All work is within the upstream and downstream "wetwell" areas of the FRWA Pump Building. The Authority will conduct continuous Special Inspection of the post-installed concrete adhesive anchors, and this Special Inspection will not require additional permitting or Inspection fees from the Contractor. Work must be done two phases to enable Authority's normal pumping operations in either the upstream or downstream wetwells, while the Contractor works in the other wetwell. The Notice to Proceed (when issued) will indicate which wetwell will be used by the Authority for normal pumping operations, and the Contractor will be directed to begin work in the other wetwell. Contractor must complete all work in the first wetwell, including all inspections and "Inspection punch list" work before starting a required de-mobilization period of ten (10) working days. During this period, Contractor will have a ten (10) day (Idle period) delay, and shall then remobilize to begin the work located in the second wetwell. A MANDATORY PRE-BID CONFERENCE AND WALK-THROUGH will be held for the purpose ofreviewing and answering questions regarding this project. Any interested contractor or his/her agents are encouraged to attend. A representative ofthe prime Contractor must be in attendance and sign the sign-in sheet to qualify their bid. Attendance is required for each bidder interested in submitting a bid on this project. Bid proposals will be considered non responsive and will be rejected ifthe Contractor has not attended the pre-bid conference. Representatives of the County will be present to review the project with the bidders. The date, time and location of the MANDATORY PRE-BID CONFERENCE AND WALK-THROUGH is on page one ( 11 of this Notice to Contractors. Award ofthis Contract requires a valid California contractor's license with the classification identified above, with additional documentation or information as part of his/her bid package. The Standard Construction Specifications, which are incorporated by reference in the Contract Documents, may be downloaded from the County electronically. Each bid must be submitted on the bid forms provided in the Contract Documents. Each bid must also be accompanied by security in the form of a bid bond issued by a corporate surety, a certified check or cashier's check payable to the Treasurer of Sacramento County, or cash for an amount not less than ten percent (10%) ofthe aggregate sum ofthe bid. The successful bidder will be required to execute a Material and Labor Payment Bond and Performance Bond, issued by a corporate surety, acceptable to the County of Sacramento, each for not less than one hundred percent (100%) ofthe contract price. Pursuant to California Public Contract Code Section 22300, the Contractor may, at its own expense, substitute securities for any money being withheld by the County to ensure performance under this Contract. No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department ofIndustrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)], No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the Department ofIndustrial Relations pursuant to Labor Code section 1725.5. The County of Sacramento received final approval from the Director of California Department of Industrial Relations as a Labor Compliance Program effective March 15, 1994. All questions regarding this Labor Compliance Program and prevailing wage requirements should be directed to the Labor Compliance Section at (916) 875-2711. In accordance with Section 1771.5 of the California Labor Code, the payment ofthe general prevailing rate of per diem wages or the general prevailing rate of per diem wages for holiday and overtime is not required for any public works project oftwenty-five thousand dollars ($25,000) or less when the project is for construction work, or for any public works project offifteen thousand dollars ($15,000) or less when the project is for alteration, demolition, repair, or maintenance work. This is a construction project in accordance with Section 1771.5 ofthe California Labor Code. Pursuant to California Labor Code Section 1720 and following, and Section 1770 and following, the successful bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director ofthe California Department ofIndustrial Relations. Copies ofthe prevailing wage determinations are on file at the office ofthe County of Sacramento Labor Compliance Program, 9700 Goethe Road, Suite D, Sacramento, CA 95827, and are also available electronically. Pursuant to California Contract Code Section 22300, the Contractor may, at its own expense, substitute securities for any money being withheld by the County to ensure performance under this contract. The Board reserves the right to reject any or all bids, to waive any informality in any bid, and to determine which bid, in the judgment of the Board, is the lowest responsive bid of a responsible bidder.
