Adding to the FY21 Caporella Enhancement Project that includes outdoor recreation equipment, the scope of this project provides the addition of an amphitheater to be utilized for the City's special events, concerts in the park and cultural performances and a concession stand to be utilized during events. Located at 5200 Prospect Rd, the park will be adding a new amphitheater, a non-motorized boat launch, and a large splash pad. Approved on Oct. 27, the enhancement project will "freshen up" the nine-acre park first developed in 1979. Greg Warner, director of Parks and Recreation, said that the park, with its large lake, fishing dock, walking paths, picnic shelter, and a small playground, needed additional amenities. According to Warner, the city asked residents' opinions on the project and took time choosing the right construction company. In the end, they chose MBR Construction Inc., the same contractor that worked on Deerfield Beach Sullivan Park and Tamarac Waters Edge Park. The design for Caporella includes native landscaping, a six-foot-wide multi-use path, and a consolidated shade-covered fitness area. A new building will house both the restrooms and a concession stand. A larger picnic shelter and a non-motorized boat launch will accommodate families and athletes with kayaks, canoes, and standup paddleboards. Six new parking spots are planned, and the park will be equipped with security cameras and wifi. Warner said a big splash pad with a covered beach area would be similar to the Waters Edge Park. "The amphitheater has a unique design and will sit half on land and half out on the water. The cover will be made from the material that can withstand 170 miles per hour winds, so we won't have to take it down during the storms," he added. The budget is set for $4.4 million with a 10% contingency. The city will use $50,000 provided by the Florida Recreation Development Assistance Program, with the rest of the cost allocated from the Capital Improvement Program budget. Construction starts in the summer of 2022 and will be completed by spring 2023. Commissioner Marlon Bolton said the residents of his district are very happy and excited about the park reconstruction but urged the contractor to stay within the budget. Mayor Michelle Gomez asked if there could be a paddleboat stand or a kayak rental at the park in the future. Warner said it was too early to predict residents' interest in it but that local vendors offering rentals have already reached out to his department. "It is a great project," said Gomez, asking both the contractor and Warner to work with the community and give residents enough notice about the construction and possible noise. ______________________________________________________________________________________________________ **The owner has determined a prequalified list of design builders. Question Deadline: Thu Aug 20, 2020 5:00:00 PM (EDT) The City of Tamarac is seeking to engage qualified firms to submit proposals (RFQs) for the Design/Build of the Caporella Park Enhancements Project. The proposed project site is approximately a 9.3 acres lot (3.73 acres surface area & 5.57 lakes) located at 5200 Prospect Road, Tamarac, Florida 33321 (see site map attached herein as Exhibit 1). The project will include the enhancement of this parcel and development of existing parcels North West of proposed park, located at 2400 NW 53rd Street (City owned parcels), refer to site map attached herein as Exhibit 1. The proposed elements include native landscaping on at least 30% of the site, an 8 foot concrete multi-use path with one (1) central covered fitness station (with 10 pieces of equipment), an approximate 1000 SF restroom/storage facility, a 4000 SF playground with maximum number of play equipment including safety surface and shade structure, one (1) large picnic shelter (32 feet hexagonal), benches, grills, water fountains, non-motorized boat launch with floating boat dock, 2500 SF splash pad, expansion of existing on-site parking area, irrigation & landscape improvements, lighting, video surveillance and security system, and fiber network infrastructure; and the development of existing off-site parcels located at 2400 NW 53rd street (City owned parcels, see site map attached herein as Exhibit 1), which shall include a new overflow parking to service proposed park enhancements, with a dedicated Right-of-Way crosswalk and advanced RRFB warning systems, security lighting & fencing, pavement markings and signage. The general scope of the project includes the following components: Complete demolition of existing 1-story restroom facility and removal of all pertinent materials (above and below ground) and appurtenances necessary to prepare site for proposed modifications. Complete demolition of existing playground, including but not limited to all equipment, safety surface and associated concrete base pad, concrete structures (pad, walkway, etc.), shade structure and support framing, associated foundations and all other appurtenances as required for a complete removal of site amenities and associated supports features. Complete demolition of existing asphalt walking trail path and removal of all appurtenances necessary to prepare site for proposed 8-foot, concrete multi-use path. The design/build of Caporella Park Enhancements Project located at 5200 Prospect Road, Tamarac, FL; and existing City owned vacant parcels located at 2400 NW 53rd Street, Tamarac, FL. Development of a 1000 square foot (minimum), 1-story restroom facility with IT Data room, storage room, and plumbers chase between the restrooms for accessibility and maintenance. Temporary sanitary facilities and controls necessary to perform the work, ensuring safe, proper access and use of the adjacent site by City staff. Temporary facilities shall be maintained diligently and routinely. All design, permitting, structural, electrical, mechanical, plumbing, communications, fire, civil infrastructure and appurtenances necessary for a complete turnkey project. Work shall be completed in accordance with the latest editions of all codes/regulations, including but not limited to, Federal, State, Florida Building Code, City of Tamarac Land Development Code, City of Tamarac Code of Ordinances and Broward County Code of Ordinances. Sanitary sewer, potable water and storm-water drainage infrastructure is currently available within and adjacent to the existing project site; however, this infrastructure must be extended, expanded, rerouted and/or relocated to provide necessary services to the proposed park and associated facilities. Work shall be completed in accordance with all obligations and requirements of agreements between the City and grantor agencies (e.g. FDEP, Broward County, etc.) for the project, including but not limited to the Florida Recreation Development Assistance Program (FRDAP).
