Site work and new construction of a municipal facility in Addisleigh Pk, New York. Completed plans call for the construction of a municipal facility.
The Office of General Services, Design & Construction Group (OGS D&C) is seeking proposals to enter into a contract to provide construction management services as outlined in the scope of services. OGS D&C intends to award one (1) contract with an initial value approximately $9,000,000 for duration of five (5) years. The State will utilize a "Best Value" selection process to ensure optimum quality, cost, and efficiency among responsive and responsible firms. For purposes of this Request for Proposals (RFP), the term "Owner" refers to OGS D&C. The Construction Manager (CM) shall act as an adviser to OGS D&C and the consultant design firm during the Design Phase of any project at the facility during the resulting CM contract term, and as the partner of OGS D&C in a collaborative relationship with OGS D&C staff during the Construction Phase to organize and direct the timely completion of various projects and assure compliance with the contract documents. The designer of record is CHA Consulting, Inc. The CM will be required to coordinate all contractor scope in a Federated Model housed by the A/E of Record on BIM 360. The CM will be responsible for the schedule of the model development and accuracy of installation per the model. A Project Labor Agreement (PLA) may be contemplated for this Project. If determined prudent and economically viable for this program, the selected CM will be a signatory agent of the PLA. Failure to agree to be a signatory to the PLA will result in a non-responsive proposal. The Jamaica State Armory, at 9305 168th St, Jamaica, NY, is undergoing major renovation. The Jamaica State Armory was constructed in 1936 and is approximately 200,000 square feet in size. The building currently has five distinguishable areas: administration area and tenant space, drill shed, field maintenance shop and storage area, and basement. The armory is bordered on the southern side by the Long Island Rail Road. The work of the project includes hazardous materials abatement and the complete renovation and reprogramming of all spaces. Work will include abatement; alterations to administration spaces to create modern, flexible spaces; replacement of the drill hall shed roof; replacement and/or upgrades to mechanical, electrical, plumbing; security, telecommunications and fire protection systems; provision of a new field maintenance shop, provision of kitchen and gym spaces; preservation of historical spaces; and masonry restoration and window replacement on the southern facade. The project will also include the construction of interior personal owned and military owned vehicle parking spaces. Design must meet Department of Defense Antiterrorism standards. The Consultant shall assist the design consultant and contractor to obtain the necessary approvals and permits as required. This project is on an expedited schedule; time is of the essence. Final construction documents must be submitted by May 20, 2020. The resulting construction contract(s) must be awarded and approved by September 30, 2020, however this schedule may be subject to change. The construction duration is expected to be three (3) years.
