The owner has determined a prequalified list of design build companies. The San Francisco Public Utilities Commission ("SFPUC") is issuing this Request for Qualifications ("RFQ") in search of Design-Builders with the qualifications specified in this RFQ to be qualified to respond to the forthcoming request for bids to design and construct the Moccasin Powerhouse Generator Rehabilitation. A "Design-Builder" or "DB" is the entity responding to this RFQ. Moccasin Powerhouse is located in Moccasin, Tuolumne County, California. The Project will replace two hydroelectric generators that have exceeded their service life. The Powerhouse has two outdoor, vertical shaft, hydraulic impulse turbine driven generators built by Allgemeine Elektricitats Gesellschaft (AEG). SFPUC installed both units in 1969, and each generator is rated 50 MVA, 13.8 kV, three-phase, 60 Hz, 0.9 power factor, 300 RPM (24 Poles), 330 field volts. The existing generators have been in continuous service for forty years. SFPUC re-wedged the existing generators in 1989 but has never rewound or upgraded them. The SFPUC seeks to qualify Design-Builders with demonstrated experience and qualifications in the design and construction of hydro generator replacement and associated equipment. SFPUC will determine whether a Design-Builder has such qualifications through the evaluation process described in Section III of this RFQ. SFPUC will notify Design-Builders participating in this process of their eligibility to submit bids for construction services associated with the project. Design-Builders responding to this RFQ do so with the understanding that the SFPUC does not guarantee the award of any contract or work as a result of qualification. This Project is subject to a Project Labor Agreement
