Site work and paving for a mixed-use development in Palm Desert, California. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; road / highway; and road / highway.
The work to be done consists of furnishing all materials, equipment, tools, labor, and incidentals as required by the Plans, Specifications and Contract Documents for the above stated project. It is the responsibility of each prospective Bidder to download all Contract Documents for review and to verify the completeness of Contract Documents before submitting a bid. Any Addenda will be posted electronically. It is the responsibility of each prospective Bidder to check electronically through the close of Bids for any applicable Addenda or updates. The City does not assume any liability or responsibility based on any defective or incomplete copying, excerpting, scanning, faxing, downloading or printing of the Contract Documents. Information electronically may change without notice to prospective Bidders. The Contract Documents shall supersede any information posted or transmitted electronically. The contractor may submit questions, requests for clarification, or interpretations regarding the project electronically project page under the Q&A tab. Answered questions will be posted electronically project page. Questions must be received in writing by 2:00 p.m. local time on December 12, 2019. This project is to be completed within 150 Calendar Days from the date specified in the Notice to Proceed. Time for commencement and completion of the work is important, and is to be the essence of the Contract. The successful bidder shall order any long lead-time equipment items immediately following Notice of Award. In accordance with California Labor Code Sections 1770, 1773, 1773.1, 1773.6 and 1773.7 as amended, the Director of the Department of Industrial Relations has determined the general prevailing rate of per diem wages in accordance with the standards set forth in Section 1773 for the locality in which the Work is to be performed. In accordance with City Ordinance No. 1276, this project shall require prevailing wage payments. Any contract entered into pursuant to this notice will incorporate the provisions of the State labor Code. A copy of said wage rates may be obtained by accessing the Department of Industrial Relations electronically or by requesting a copy from the noticing department. No contractor or subcontractor may be listed on a bid proposal, or awarded a contract for a Public Works Project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The contract documents call for monthly progress payments based upon the engineer's estimate of the measurement of work completed. The City will retain five (5) percent of each progress payment as security for completion of the balance of the work. At the request and expense of the successful bidder, the City will pay the amounts so retained upon compliance with the requirements of the Public Contract Code Section 22300 and the provisions of the contract documents pertaining to the Substitution of Securities. Bids Must Be Prepared on the Approved Bid Forms in Conformance With the Instructions to Bidders and Submitted to the Office of the City Clerk, in a Sealed Envelope Plainly Marked on the Outside "Sealed Bid Alessandro Alley Improvements Phase I, Project No. 817-16, Contract No. C38790. Department of Industrial Relations Contractor Registration Number (Your Dir Number Goes Here). "Do Not Open With Regular Mail." The CITY reserves the right to reject any or all bids, to waive any irregularity, to accept any bid or portion thereof, and to take all bids under advisement for a period of sixty (60) days. In the event any of the work performed by consultant hereunder is subcontracted to another person or firm (if authorized), the subcontract shall contain a similar provision. At the time of contract bid, the prime Contractor shall possess a Class "A" Contractor's license and/or any combination of Class "C" specialty Contractor's license(s) sufficient to perform the work.
