Site work and paving for a mixed-use development in Minneapolis, Minnesota. Working plans call for site work for a road / highway; and for paving for a road / highway.

As of November 3. 2023, per owner, a design team has been identified. Currently in the bidding process. Hope to have a contractor onboard early next year, 2024. Design is complete. Preparing for construction. April 2024 for construction start. Hennepin South Reconstruction (W Lake Street to Douglas Avenue) Hennepin Avenue between Douglas Avenue and West Lake Street is programmed in the City's Capital Improvement Program for reconstruction in 2023. Beginning in 2018, Public Works conducted preliminary planning work in order to submit an application for federal transportation funding through the Metropolitan Council's Regional Solicitation. Public Works was awarded these funds in early 2019. Public Works is currently conducting technical work, re-initiating community engagement, and reviewing policy guidance, including the future Transportation Action Plan (2020), Complete Streets Policy (2016), and Vision Zero commitment (2017) to inform the design of Hennepin Avenue. This reconstruction project provides an opportunity to redesign Hennepin Avenue so it meets the street's current and future needs, as well as furthering progress towards the city's transportation and climate change goals. Project objectives The objectives of the future reconstruction project will aim to provide the following design elements: Improve the sidewalk and intersections for all users, install durable pavement markings and crosswalks, and support pedestrian activities with space for planting and furnishing zones where feasible. Evaluate bicycle network connectivity, as the City's Bicycle Master Plan identifies this corridor as a future on-street bikeway and bicycle lanes should be considered when the street is reconstructed. Provide space for enhanced transit stops compatible with future METRO E Line Bus Rapid Transit (BRT) service. Replace aging traffic signal, sanitary sewer, and stormwater infrastructure. Maintain and enhance mobility and circulation for transit and motor vehicles. Existing conditions Public Works has identified Hennepin Avenue between Douglas Avenue and West Lake Street as a future reconstruction candidate, driven primarily by its pavement condition, multimodal connections, number of daily users, and opportunity to better plan for Metro Transit's future METRO E Line Bus Rapid Transit (BRT). Hennepin Avenue serves an estimated 770 to 3,400 people walking, 220 to 280 people biking, 6,600 transit users, 400 buses, and between 15,000 and 31,500 people driving per day. Hennepin Avenue is constrained throughout the corridor and identifying priorities may require trade-offs. Public Works relies on planning guidance and community input to inform the design of streets like Hennepin Avenue. Bus Lane Pilot In May of 2018, Metro Transit and Public Works implemented a three-day test of peak hour bus lanes along Hennepin Avenue between Franklin Avenue and Lake Street. The lessons learned from this pilot were used to implement permanent bus lanes along this corridor in Fall of 2019 until reconstruction of the road in 2023. It is the intention of the City to solicit proposals for engineering and design services for the Hennepin Avenue South Reconstruction Project. The limits of the project are from Douglas Ave to Lake St W. This includes preparation of geometric layouts, construction plans for bidding, and an optional task for construction administration services. This project is federally funded. The City of Minneapolis (hereinafter referred to as the City) makes this Request for Proposals (hereinafter referred to as the RFP) in order to select a qualified Consulting Firm (hereinafter referred to as the Consultant) for providing Hennepin Avenue Reconstruction Engineering and Design Services (hereinafter called the Project). The Project is generally described in the "Scope of Services" (Attachment B), contained within this RFP, including descriptions of roles, responsibilities and relationship of the Consultant, City, and other parties involved in the Project The Consultant's primary interface with the City will be with the Contract Manager who will act as the City's designated representative for the Project.
