Site work, new construction and renovation of a mixed-use development in Quebec, Quebec. Conceptual plans call for the construction of a transportation facility; for the renovation of a transportation facility; and for site work for a transportation facility.
Construction of a high frequency rail network between Quebec and Toronto. New routes will be established by upgrading discontinued and lower density rail infrastructure, as well as building new tracks between Toronto-Peterborough-Ottawa, Ottawa-Dorion-Montréal and Montréal-Trois-Rivières-Québec City. The High Frequency Rail project involves separating passenger and freight rail operations, creating more capacity for sustainable transportation for both people and goods, as well as the opportunity to optimize current services along Lake Ontario and the St. Lawrence Seaway. It will increase the speed up to 200 kilometers an hour, increase frequency for travelers and transform the connection between big cities. The scope of the project also includes redevelopment of the railway tunnel Mount Royal. Stations for the new reserved lane are planned in Laval, Trois-Rivières and at the Jean-Lesage International Airport in Quebec City. The stations of Montreal and Quebec City will also be served by the new railway. The proposed project involves building dedicated tracks along the Toronto-Ottawa-Montreal-Quebec City corridor and purchasing new trains to provide service along the route. Up to 90 per cent of the new service would run on electricity, contributing to a green economy and creating good jobs. While the final budget will depend on the project's final scope the final cost could be between $6 billion and $12 billion. TIMELINE: Following the request for qualification WS3712629547 three bidding teams have been qualified and invited to respond : - Cadence - CDPQ Infra, SNC Lavalin, Systra Canada, Keolis Canada; - Intercity Rail Developers / Développeurs Ferroviaires Interurbains - Intercity Development Partners, EllisDon Capital, Kilmer Transportation, First Rail Holdings, Jacobs, Hatch, CIMA+, RATP Dev Canada, First Group, Renfe Operadora; - Partenaires Ferroviaires QCONNEXION Rail Partners - Fengate, John Laing, Bechtel, WSP, Deutsche Bahn. Following the evaluation period, the Government of Canada will select the group that will become the private developer partner to work collaboratively with VIA HFR to design and develop the High Frequency Rail project. Two solutions with respect to speed are being considered. One solution must include trains that can reach a maximum speed of 200 kilometres per hour, which is faster than the service offered today. The second solution must include high speed segments for faster travel. This will allow for a rigorous assessment of the costs and benefits of incorporating high speed rail on each segment of the Corridor. The project expects to be operational in the early 2030's. Further update in spring/summer, 2025.
