Silicon Valley Power (SVP), the City of Santa Clara's electric utility is seeking Statement of Qualifications (SOQ) from qualified consultants for professional services to prepare a System Expansion Plan to guide the development of the utility's electrical system as it builds out to meet the growing load of its customers. This SOQ does not commit the City to enter into a contract, nor does it obligate the City to pay for any costs incurred in preparation and submission of proposals or in anticipation of a contract. The City reserves the right to: Accept an offer in full, or in part, or to reject all offers. Make the selection based on its sole criteria. Reject any and all proposals. Issue subsequent Statement of Qualifications. Postpone opening proposals for any reason. Approve or disapprove the use of particular subconsultants. Negotiate with any, all or none of the Proposers. Accept other than the lowest offer. Waive informalities and irregularities in the Proposals. Enter into an agreement with another Proposer in the event the originally selected Proposer defaults or fails to execute an agreement with the City The method of contractor selection has not been determined at this time.
