Renovation of a water / sewer project in Lumberton, North Carolina. Completed plans call for the renovation of a water / sewer project.
The North Carolina Department of Commerce, the City of Lumberton and the Robeson County Economic Development Office has an interest in preventing flooding of a low-lying industrial site on Starlite Drive currently occupied by Rempac Foam LLC. The 7.17 acre site, which is situated within a 500 year flood plain, experienced flooding during Hurricane Matthew and Hurricane Florence. During each of these intense hurricane events, the building, manufacturing equipment, raw materials and finished products were damaged by approximately 18" of flood waters that inundated the building. Production and operations were disrupted for a prolonged period of time. The North Carolina Department of Commerce, the City of Lumberton and the Robeson County Economic Development Office is working with Rempac to prevent future flooding and to preserve jobs. Rempac has already investigated raising their finish floor and equipment and found those solutions presented challenges to manufacturing operations. A hydraulic study was recently completed and found that a protective berm around the site, including flood gate protected access and internal dewatering capabilities, could protect the facility from future flood events. The project is funded by a $1,200,000 grant from the North Carolina Department of Commerce. The Lumberton City Council is soliciting proposals for grant administration services to assist the City of Lumberton in the administration and management of this project in compliance with all applicable requirements under the North Carolina CDBG Program. Payment terms will be negotiated with the selected firm. Fee for services will be a selection factor. The fee for grant administration services will be paid with NC Dept. of Commerce CDBG funds. Grant administration services shall include, but are not limited to, standard tasks necessary for the implementation of the project in conformance with the following CDBG compliance areas: 1. Environment Review Compliance and Release of Funds and other Funding Conditions; 2. Citizen Participation Compliance; 3. Fair Housing Compliance; 4. Equal Employment and Procurement Compliance; 5. Section 3 Compliance; 6. Section 504 Compliance; 7. Completion of Language Access Plan; 8. Completion of Anti-Displacement and Relocation Assistance Plan; 9. Complaints and Grievance Procedures for Compliance Plans; 10. Labor Standards Compliance; 11. Completion of all required reports and documentation; 12. Assistance with Financial Reimbursements Forms; and 13. Setting up and managing official records; The services will not include the disbursement or account of funds distributed by the City's financial officer, legal advice, fiscal audits, or assistance with activities not related to the CDBG-I project. Respondents may review the application which includes a description of the proposed project including activities, budget, schedule, and other pertinent information by visiting the City of Lumberton Planning offices during regular office hours Mon. - Friday from 8:00am to 5:00pm.
