Site work for a water / sewer project in Knoxville, Tennessee. Completed plans call for site work for a water / sewer project.

The Interceptor Improvements Project consists of the installation of: 1. Approximately 13,740 feet of 48-inch gravity sewer in new trench; 2. 425 feet of 12-inch DIP gravity sewer; 3. 865 feet of 8-inch DIP gravity sewer; 4. 960 feet of 12-inch PVC gravity sewer; 5. 1030 feet of 8-inch PVC gravity sewer, as well as service lines and connections; 6. Precast concrete manholes; 7. Class C spray lining of manholes; 8. Approximately 585 feet of creek crossings; 9. 190 feet of 16-inch road bore; 10. 100 feet of 60-inch road bore; 11. 100 feet of 24-inch railroad bore; 12. 195 feet of 72-inch railroad bore, and miscellaneous appurtenances. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form. Allotted time for project completion is 900 consecutive calendar days. Other shipping will be at the purchaser's additional expense. Street address must be provided to allow delivery. Bid security shall be furnished in accordance with the Instructions to Bidders. Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders. All bidders must be licensed General Contractors as required by the Contractor's Licensing Act of 1994 of the General Assembly of the State of Tennessee, and qualified for the type of construction being bid upon. At a minimum for experience, the bidder within the past 10 years, must have successfully completed work that involved the installation of at least 2,000 LF of 36-inch or larger FRPMP gravity sewer. Likewise, the bidder shall have experience installing DIP as described above. Additionally, the DIP installation shall have included an open cut creek crossing, at least 50 feet wide, and a railroad and/or highway bore. No bid may be withdrawn within 60 calendar days after the scheduled time for receipts of bids. The owner reserves the right to waive any informality or to reject any or all bids. This project is expected to be funded in whole or in part with funds provided by the United States Department of Agriculture, Rural Utilities Service. Information on applicable federal requirements is contained in the Project Manual. The Offeror's or Bidder's attention is called to the "Equal Opportunity Clause" and the "Standard Federal Equal Employment Opportunity Construction Contract Specification" included in the specifications. The goals and timetables for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows: Goals for minority participation for each trade = 12 % The Owner will in no way be liable for any costs incurred by any bidder in the preparation of its Bid in response to this Invitation to Bid. The successful Bidder for this Contract will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of 100% of the Bid. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The de minimis and minor components waiver apply to this contract.
