For Water Main Replacement North Mountain Avenue and Stonebridge Road Project The proposed work consists of but is not limited to; The project consists of the installation and partial furnishing of replacement water main and appurtenances on Stonebridge Road, Wayside Place, Parkside Street, Oakcroft Road, and Godfrey Road. The proposed work is located; The work is located in the right-of-way on Stonebridge Road, Wayside Place, Parkside Street, Oakcroft Road, and Godfrey Road in Montclair, New Jersey. Each prospective bidder will have to provide the appropriate installation references and certifications to the satisfaction of the Owner. Bids must be submitted on forms prepared by the Township of Montclair. Bids must be enclosed in a sealed envelope with the outside identified with the bidder's name and address, and addressed to the "Township Clerk", identifying the bid as BID #19-187 "Water Main Replacement N. Mountain Ave. & Stonebridge Rd." Complete digital sets of Bid Documents including the Contract Documents [Construction Drawings, Project Manual with Specifications, Agreement between Owner and Contractor, and the Conditions of the Contract (General, Supplementary and other Conditions)] may be obtained online as a download for Forty-Nine Dollars ($49.00) Checks or money orders shall be made payable to REV. Packaging and shipping costs are additional and shall be borne by the Bidder., upon payment as indicated in the Advertisement for Bids. Payments shall be non refundable and no refunds will be made for return of complete or partial contract documents. Each bid must be accompanied by a Bid Bond or Certified Check for an amount equal to ten percent (10%) of the bid or a maximum of $20,000.00; such certification to be without condition or qualification, and the check made payable to Township of Montclair. Each bid must also be accompanied by an agreement to become surety, properly executed by a surety company authorized to do business in the State of New Jersey and which agreement shall be attached to the proposal. All bidders shall be required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, requiring each bidder and each subcontractor to formulate and submit to the proper authorized representative of the State of New Jersey an affirmative action program of equal opportunity which guarantees minorities employment in all categories. If a bidder is a corporation or a partnership, the bidder, in conformance with Chapter 33, P.L. 1977, shall submit with his bid a statement setting forth the names and addresses of all stockholders who own a ten percent (10%) or greater interest in the firm. The Project shall conform to the Local Public Contract Law, P.L. 1971, Chapter 198, N.J.S.A. 40A:11-1 et. seq. The bid receipt date will be at least ten (10) days after the advertisement date; addenda notices will be provided no less than seven (7) days prior to the bid receipt deadline. The Township of Montclair reserves the right to consider bids for sixty (60) days after their receipt and the right is reserved to waive any informalities, to accept a bid which is deemed most favorable to the interest of the Township, to make an award on each item separately or as a whole, and to accept any bid or to reject any or all of them in accordance with the specifications and the bidder's forms.
