Renovation of a theater / auditorium in Portland, Oregon. Completed plans call for the renovation of a 41,170-square-foot theater / auditorium.
Control Number: 2101586 Metro is inviting bids for to Replacement the Arlene Schnitzer Concert Hall Marquee. This ITB will be done in 2 steps, the first of which is to invite Contractors to submit their qualifications. The project consists of removing and replacing the marquee enclosure walls, canopy roofs, and canopy soffits for both marquees with more durable materials and construction details. The backlit manual reader boards will be replaced with electronic LED graphical displays. The marquees atthe Arlene Schnitzer Concert Hall are at or near end oflife and require seismic as well as cosmetic and electrical upgrades. These are building display elements included in design work for the PORTLAND sign by Architectural Resources Group in 2014 for a multi-year upgrade project During this phase ofthe project, the enclosure walls, canopy roofs, and canopy soffits for both marquees will be removed and repaired or replaced with more durable materials and construction details. The backlit manual reader boards will be replaced with electronic LED graphical displays, improvingemployee safety by removingthe need to manually replace letters. Project ifnroamtion sincluded in the Drawings and Specifications included as AttachmentA and B respectively. All ofthis will take place on a tightly constrained urban site. Work must be performed duringthe Summer 2020 closure ofthe Concert Hall, which is also when P-5's Main Street programmingtakes place, renderingthe south side ofthe building offlimits for staging and creating complex safety/access issues for the general public as well as P-5 patrons. As such, itis imperative that a contractor with expertise and experience working on tight urban sites be selected for the project Itis Metro's intention to specifically request and qualitatively evaluate proposers' prior experience with the unique parameters ofthe projectincluding experience with tight city sites, exposure to and expertise in Historic buildings, demonstrated successes with compressed schedules, and their approach to the COBID outreach and partnership and workforce diversity. This delivery method offers a better ability for public agencies to increase the use of COBID firms in sub-contracting opportunities, as well as specify and attain stated goals for workforce participation by women and people of color as outlined in the C2P2 Regional Lramework. Metro intends to award the contract to a single firm. The term ofthe contract is anticipated to be January 2020 - June 2020. It would be difficult, if not impossible, to assess actual damage or cost incurred by Prosper Portland for a Recipient's failure to comply with the WTHP. Therefore, if the Recipient fails to comply with the apprenticeship requirements of this program, the Recipient agrees to pay the sum of $250 per day for each day of missed apprenticeship hours.
