Work generally includes submersible pump replacement (City is purchasing the pumps for contractor to install), HVAC equipment replacement, electrical improvements, adding permanent bypass piping for use with the City owned portable bypass pump, SCADA Improvements, new electrical services required for Stagecoach SCADA, and demo of the old lift station with structural modifications to use the old lift station as backup wet well capacity. All work associated with the Lift Station Rehabilitation under the Contract must be Substantially Complete by November 15, 2022 (Substantial Completion entails having all wet wells, pumps, bypass pump and associated systems, including the Stagecoach SCADA project, capable of operating permanently as intended). Final Completion for all work and closeout documentation shall be Completed by January 12, 2023. A digital bid will also be accepted in the form of digital PDF bid (with scanned PDF of Bid Bond Security) emailed to ProjectBid@ShakopeeMN.gov, subject line clearly titled that it is a bid for this improvement. Both paper and digital bids will be opened concurrently at the time of bid opening. The provisions of Minnesota Statute 16C.285 Responsible Contractor are imposed as a requirement of this contract. All bidders and persons or companies providing a response/submission to this invitation for bids shall comply with the provisions of the statute. Each bid shall be accompanied by a bid bond, cash deposit, certified bank letter of credit or certified check made payable to the City of Shakopee, Minnesota, in the amount of 5 percent of the total bid amount, as a guarantee that the bidder will enter into the proposed contract within the time specified and at the price bid. No bids may be withdrawn for a period of 45 days from the date of opening of bids. The Shakopee City Council reserves the right to reject any or all bids, to waive any defects or technicalities in bidding and to determine whether a bid is responsive or non-responsive. The City Council further reserves the right to make a bid award to the lowest and most responsible bidder as determined by the City Council.
