Site work and renovation of a water / sewer project in Perryville, Missouri. Completed plans call for the renovation of a water / sewer project.
As of 6/26/2020 project was not yet been awarded. No estimated time frame yet. The following is for historical reference: The proposed work to be performed shall include the design and construction of new activated sludge type wastewater treatment facilities with improved biosolids handling capabilities. The new facilities will be constructed near the current WWTP site on property currently owned by the City of Perryville and will effectively replace the existing 1.8 million gallon per day trickling filter process with a 2.5 mgd plant through a progressive design build process. The wastewater treatment facility project will be funded through the MDNR State Revolving Fund (SRF) program, established by State Match Bonds and Federal Capitalization Grants to Missouri, and will be completed in accordance with all MDNR SRF funding guidelines and requirements. A digital copy of the RFQ may be obtained upon request from the Owners Representative listed below. If any revisions to the RFQ or procurement process become necessary or desirable (at the Owner's sole discretion), the Owner may issue written addenda. The Owner will transmit addenda directly via email to potential Respondents that attended the mandatory Project Information meeting and Site Tour. Any addenda issued will be emailed to Respondents. This Procurement will be in accordance with Missouri State House Bill No. 2376 of the 98th General Assembly (R.S. Mo. 67.5060), the MDNR SRF Program and all applicable federal, state, and local laws, and Owner policies and procedures. In no event will the Owner be liable for any costs incurred by any Respondent or any other party in developing or submitting an SOQ. Attention of the Submitter is particularly called to the requirements as to conditions of employment to be observed and that the Submitter must comply with the payment of hourly wage rates, including all fringe benefits, as established by Sections 290.210-340, RSMO, as amended in 1993, pertaining to the prevailing hourly rate of wages and including fringe benefits, as established by the Department of Labor and Industrial Relations of the State of Missouri. Submitter must also comply with the Federal Wage Determination. A copy of each of the determinations will be provided to the selected design-build team. Submitters on this work shall make positive efforts to use minority business and women's business enterprises (MBE/WBE) as sources of supplies and services. The current Fair Share Goals are 10% for Minority Business Enterprises and 5% for Women Business Enterprises in accordance with 40 CFR, Part 33, Subpart D. Submitters on this work will be required to comply with the President's Executive Order No. 11246 of September 24, 1965, dealing with equal employment opportunity. Requirements for Design Build Teams under this Order will be explained during the selection process. Any Submitting Team whose firm or affiliate is listed on the General Services Administration (GSA) publication entitled "Lists of Parties Excluded from Federal Procurement or Non-procurement Programs" will be prohibited from the selection process. Anyone submitting an SOQ who is so listed will be determined to be a non-responsive submitter in accordance with 40 CFR 31. A Submitter's Suspension/Debarment Certification will be provided during the selection process; however, this Certification should not preclude any interested party from ascertaining whether the certifying firm, company or person is actually on the list. To determine a persons, company's and/or firm's eligibility for award in accordance with the Debarment, Suspension, and Voluntarily Excluded Regulation, 40 CFR 52.500 (b), contact the grantee's authorized representative. Members of the selected design-build team will have to sign an agreement that they are enrolled and participating in a Federal Work Authorization Program ("FWAP") that ensures that all of its employees or agents or subcontractors have the legal right to work in the United States, as defined in 8 U.S.C. 1324a(h)(3) and RSMo 285.525-285.555, and that they will maintain this compliance for the entire duration of its contract with the City of Perryville, and will provide an Affidavit of Compliance to the City stating the same. Subrecipients who request or receive from the grant recipient a subgrant, contract, or subcontract exceeding $100,000, at any tier under this federal grant shall comply with the Anti-Lobbying Act, Section 319 of Public Law 101-121, and file an Anti-Lobbying Certification form, and the Disclosure of Lobbying Activities form, if required, to the next tier above.
