Renovation of a municipal facility in Grand Rapids, Michigan. Completed plans call for the renovation of a municipal facility.

This work consists of the replacement of the existing windows at 1120 Monroe Avenue. To furnish all parts, labor, materials, supplies, equipment and other facilities and things necessary and proper for and incidental to the proper performance and completion of the work specified in the Contract Documents, including the drawings and specifications and as required by the City Manager and City Engineer to begin construction within seven (7) calendar days after a Contract is executed (unless otherwise indicated in the Special Specifications) and to complete the work by the date(s) listed below, and for the unit prices stated in the Bid Form. Addenda, if any have been issued, are to be acknowledged on the form provided at the place where bids are received, and a signed copy attached to the bid. The City's Mission Statement and Sustainability Vision Statement, defines the purpose of the Equal Business Opportunity (EBO) - Construction Policy and Administrative Guidelines (1) provide equitable access to do business with the City; (2) encourage involvement in the City's Sustainability Vision Statement themes; and (3) enhance the growth, development and participation of small and emerging businesses to perform on City construction contracts. The EBO - Construction Policy and Administrative Guidelines include bid discount provisions. A contractor's bid may be discounted when the contractor can demonstrate and substantiate their involvement in practices that further the City's Mission Statement and Sustainability Vision Statement. Section 5 of the Administrative Guidelines for the EBO - Construction Policy describes the City's bid discount provisions and has been expanded to include additional discount point opportunities by employing graduates from construction entry programs. Bidders and subcontractors must comply with the City of Grand Rapids prequalification and certification requirements. The successful bidder for the above project may not discriminate against any employee or job applicant in any matter related to employment because of race, creed, color, national origin, sex, handicap, age, or marital status, and the successful bidder will be required to insert that provision in all subcontracts relating to the project. The successful bidder will be required to have a policy regarding Drug Free Work Place and certify to the City that this policy is in place. A certified check or bid bond for a sum not less than five percent (5%) of the amount of the Bid will be required with each bid. No bid may be withdrawn for a period of 45 calendar days after the date and time for receiving bids. The City reserves the right to accept or reject any and all Bids; to reject the Bid of a Bidder who is not, in the opinion of the Engineer or City, in a position to perform the contract; to waive informalities, irregularities and technicalities; to reject any and all non-conforming, non-responsive, unbalanced [unreasonable unit price(s)] or conditional Bids; or to advertise for new Bids. The City also reserves the right to award the Contract in the City's best interest, and therefore, may select a Bidder other than the lowest. If the work is not completed on or before the date(s) stated or time specified, the City Manager is, because ofthe difficulty in estimating damages, authorized to retain out ofthe money which may be due or ractor, shall fail to achieve by which the Bidder mages and not a penalty. become due the sum of $100.00 for each calendar day by which the Bidder, as substantial completion of the work; and the sum of $100.00 for each calendar da shall fail to achieve final completion of the work, said sum to constitute liquidated damages and not a penalty. Remove and replace all existing windows identified on the drawings. The basis of design for the new windows is Tubelite VersaTherm (3-1/2" deep frame). B. Remove all existing window treatments for windows identified to be removed. Reinstall existing window treatments for windows not requiring new interior shades. Verify with owner which window treatments should be reinstalled. Owner may choose to have window treatments salvaged from other windows reinstalled on windows not requiring new interior shades. C. Install dark-bronze anodized cladding over the exterior and interior faces of both bottom sidelite sills and both vertical stiles next to the wall jambs at the main entrance. Replace the gasketing at both sidelites. Also replace right-hand-reverse dark-bronze anodized aluminum continuous hinge, matching existing. Remainder of aluminum storefront, glazing, and door hardware remains intact. D. Remove and replace the 1" insulated glass lite in the south door located on the east side of the building with a new 1" insulated glass lite. E. Remove six trees at the west end of the north side of the building and the north end of the west side of the building and replace with four trees and six grasses. Reinstall mulch as required. F. Install new interior shades at all new windows with the exception of the four windows located in the stairwell located at the south side of the building. G. Include a $10,000 allowance for repairing any interior finishes as a result of removal and installation of windows and window treatments. All window heads and jambs are painted gypsum board. Windowsills are either plastic laminate, painted wood, painted gypsum board, or exposed (unfinished) CMU. Their locations are identified on the drawings. H. Include a $10,000 allowance for repairing any exterior window trim as a result of removal and installation of windows. All window trim is prefinished break metal riveted together. It is assumed that the windows can be removed and installed without removing or installing any metal trim. I. Apply backer rod (as necessary), sealant, and caulk to the exterior and interior perimeters of all new windows
