And on Earth Day 2021, members of the group turned out to celebrate a major renovation. "It's just such a source of pride that our garden club can be responsible for the maintenance and creation of this garden," said garden club member Jane Coulter. "It's a mountaintop oasis." New trails meander through the two and a half acres. A cascading pond replaces an old water feature. There is a stump jump for the kids. But the stars of the show are the flowering plants, including yellow lady slippers, trillium and red columbine to name a few. Art Garst is the landscape artist who re-imagined and re-planted the wildflower garden. "700 to 800 plants in the ground, from trees shrubs and mostly flowering things," Garst told us. "And there are year-round blooms throughout this garden." The hundreds of hours that Art Garst and volunteers devoted to the project also reclaimed the views that were blocked by invasive species, including bush honeysuckle. "It really is an important part of our parks system," said Michael Clark, director of Roanoke Parks and Recreation. "And we really hope more folks will come and see it." With many of the trees and wildflowers in bloom there's plenty to see and appreciate right now. But it's only going to get better as the plants mature over the next few years. __________ The City of Roanoke, Virginia, is requesting Statements of Qualifications (SOQ) from Offerors to provide Design-Build services for Mill Mountain Park design and pond rehabilitation services located in Roanoke, Virginia, in accordance with all terms, conditions, and specifications as set out in this Request for Qualifications (RFQL). This is a two-step qualifications-based competitive negotiation process as authorized by Section 2.2-4382 of the Code of Virginia and City of Roanoke Ordinance No. 39922-050514 adopting written procedures governing the selection, evaluation, and award of design-build contracts. Qualified Offerors will be invited to submit proposals for the second step of this process. Inquiries, questions and comments regarding this RFQL, the procurement procedures, and/or SOQ submission shall be directed to cassandra.switzer@roanokeva.gov, Senior Buyer via email at cassandra.switzer@roanokeva.gov at or before Noon, January 15, 2020. If statements of qualifications are mailed, send directly to the Purchasing Division at the address listed above. If hand delivered, deliver to Purchasing Division at Noel C. Taylor Municipal Building, 215 Church Ave., SW, Room 202, Roanoke, VA. The City reserves the right to cancel this RFQL and/or deny any or all statements of qualifications in accordance with section 2.2-4317(C) Code of Virginia, and to waive any informalities in any statement of qualification. Offeror shall have at minimum of a Virginia licensed Class B contractor. Offeror at minimum shall have a MEP Engineer registered in the Commonwealth of Virginia. Resultant team shall meet the criteria outlined in Section 6 of this RFQL. The DesignBuild Team members must have and demonstrate in Offeror's response a minimum of five years of experience in designing and developing public and/or private stone "gardenscape" stone water features of similar size and complexity.
