**The Construction will begin in May 2020.** The new traffic signal mast arms are proposed in existing concrete sidewalk areas at the northwest and southeast corners of the intersection of North/South Main Street with Elm Street, close to the location of existing mast arms The scope of work includes construction of Concrete sidewalks, roadway paving, traffic signals, green infrastructure improvements such as rain gardens, bioswales, and pervious pavement, benches, bike racks, lighting and other site amenities. Bid Security in the form of a bid bond, cash, certified check, treasurer's or cashier's check payable to the Owner, is required in the amount of five percent of the bid, in accordance with Section 00200, Instructions to Bidders. The selected contractor shall furnish a performance bond and a payment bond in amount at least equal to one hundred percent (100%) of the contract price as stipulated in Section 00700 GENERAL CONDITIONS of these specifications. Disadvantaged Business Enterprise (DBE) goals are applicable to the total dollars paid to the construction contract. The goals for this project are a minimum of 4.20% percent (as of Jan. 2018 the requirements are 4.20 %) D/MBE participation and 4.5% percent (as of Jan. 2018 the requirements are 4.50 %) D/WBE participation by certified DBEs. The two low Bidders shall submit completed DBE forms (EEO-DEP-190C, EEO-DEP-191C and the DBE Certification of United States Citizenship form) by the close of business on the third business day after bid opening. Failure to comply with the requirements of this paragraph may be deemed to render a proposal nonresponsive. No waiver of any provision of this section will be granted unless approved by the Department of Environmental Protection (MassDEP). All bids for this project are subject to applicable bidding laws of Massachusetts, including General Laws Chapter 30, Section 39M as amended. Prevailing Wage Rates as determined by the Director of the Executive Office of Labor and Workforce Development under the provisions of the Massachusetts General Laws Chapter 149, Section 26 to 27H, as amended, apply to this project. It is the responsibility of the Bidder, before bid opening, to request if necessary, any additional information on Prevailing Wage Rates for those trades people who may be employed for the proposed work under this contract. By submission of a bid, the Bidder agrees that this bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays and legal holidays excluded after the opening of bids.
