By submitting an electronic bid, the bidder agrees and represents that it has the authority to submit such bid and that such bid constitutes a valid bid submitted in accordance with the Contract Documents without further signature or action by the bidder. All electronic bids are deemed to incorporate the provisions of the Contract Documents. Electronic bids must be submitted via portal before the closing time indicated on the Invitation to Bidders. Bid bonds may be submitted electronically in satisfaction of the Bid Security requirements described herein; however, certified or cashier's checks in satisfaction of the Bid Security requirements must be enclosed in a sealed envelope, plainly identified on the outside with the contents, the bidder's name, and the job name and number and addressed and delivered as prescribed in the Invitation to Bidders for sealed bids. There will be no pre-bid conference. The project is located in Montgomery County Municipal Utility District No. 141 in Montgomery County, Texas. The site is located on the south side of FM 1488 just east of Lake Windcrest Golf Course and Subdivision. For construction contracts $50,000 and over the bidder shall submit a certified or cashier's check on a responsible bank in the State equal to two percent (2%) cashier's check or five percent (5%) bid bond of the maximum total bid amount. Make the cashier's check or bid bonds payable to the Owner. The Owner reserves the right to reject any or all bids and waive any or all irregularities. No bid may be withdrawn until the expiration of 90 days from the date bids are opened. Alternatively, bidders may elect to submit an electronic bid.
